SUBJECT 7 Award of contract for Bid No. 145 -15, SP -3886; Roof Coating at Fire Headquarters. 2. SUMMARY The bids for the Roof Coating at Fire Headquarters were received and opened on September 18, 2014. Five (5) bidders responded to the Notice Inviting Bids. The apparent low bidder is Best Contracting Services, Inc., of Gardena, CA for $34,750.00. The Engineer's construction estimate was $36,675.00. 3. RECOMMENDED ACTION Award the contract in the amount of $34,750.00 to Best Contracting Services, Inc., and authorize the Mayor and City Clerk to execute the necessary documents on behalf of the City. 4. FISCAL IMPACT Funds are budgeted in the Capital Improvement Program and are available in the following accounts: 500.5028.56020.30060 (Fire Headquarters Roof Coating) $ 37,000 5. GENERAL PLAN IMPLEMENTATION Economic Development Element Goal 6.0 Provide sufficient infrastructure to support anticipated economic development and growth. Policy 6.2: Provide public improvements to support commercial, industrial and institutional uses. 7. DISCUSSION and BACKGROUND This project consists of roof coating of all areas of the Fire Headquarters Building. The project scope will utilize an economical design alternative using a Fluid Applied Reinforced Roof System that will remedy existing roof leaks and extend the life of the roof. At this time, this alternative of a white elastomeric acrylic coating is more cost effective than a complete removal and replacement of the existing roof system. One coat was applied about seven years ago and has maintained as anticipated. Some signs of localized cracking and weathering are prompting this preventive measure of adding an additional coat. The manufacturer originally recommended three coats to warranty the roof for fifteen years. However due to budget constraints and the desire to protect several buildings immediately, staff opted to using one coat with additional coats to be applied as funds became available. This application would add a second coat on the existing one that was placed in 2007 extending the expected service life of roof to about ten years. The bid solicitation was advertised on August 28, 2014 for a period of three weeks, and bids were opened on September 18, 2014.
