1. SUBJECT
Bid No. 145 -21; Approval of specifications, and request authorization to advertise for bids for
installation of network cabling for Civic Center Administration, Public Works, Community
Services, Corporation Yard Fleet, and other City off - campus buildings Project (SP- 3893).
2. SUMMARY
Plans and Specifications have been completed for design, provision, installation, testing, and
documentation of pathways for new horizontal structured network cabling for voice and data
applications. The network cabling will provide required infrastructure to support voice
communications for an anticipated phone system upgrade. Additionally, the new network
cabling will replace outdated cabling infrastructure to improve network data communications
performance. The project is ready to be advertised for bids. The total estimated cost including
15% for contingencies and construction engineering is $400,000.
3. RECOMMENDED ACTION
Approve plans and specifications and authorize advertising for bids for installation of network
cabling for Civic Center Administration, Public Works, Community Services, Corporation Yard
Fleet, and other City off - campus buildings Project (SP- 3893).

Infrastructure Element Goal 4.0 Ensure adequate provision of electricity, natural gas, telephone
and data services and cable television.
Policy 4.3: Promote the use of new and emerging communication technologies.
7. DISCUSSION and BACKGROUND
The City's 2012 -2015 Information Technology Strategic Plan identified a critical initiative to
implement a consolidated voice and data solution in order to realize significant cost savings,
improve staff communications efficiencies, and reduce maintenance and support of legacy phone
systems. The City's current phone system infrastructure consists of 5 distinct phone systems.
The largest of the 5 phone systems is a Rolm PBX which has exceeded 20 years of use.
The City has a disparity of network cabling infrastructure varying from category 3 to category 6
specifications. The requested network cabling installation will narrow the disparity of the City's
overall network cabling infrastructure. Upon completion, the entire network cabling
infrastructure will have the capacity to support 1 Gbps (gigabit per second) for every network
node. It will enable the City to provide more capacity for applications such as voice, data, and
video over the network.
The total estimated cost including 15% for contingencies and construction engineering is
$400,000.
Implementation is anticipated to begin late January with an expected duration of 90 days.
