1. SUBJECT
Purchase fourteen cardiac monitor / defibrillators from Zoll Medical Corporation for
$373,658.00
2. SUMMARY
Cardiac monitor /defibrillators are used on every Emergency Medical Service (EMS) incident.
These devices must work correctly one hundred percent of the time. The devices have become
increasingly sophisticated over the past 30 years. In addition to cardiac monitoring and
defibrillation these devices also perform the following functions:
• Synchronized Cardioversion
• Transthoracic Cardiac Pacing
• End Tidal Carbon Dioxide (EtCO2) monitoring
• Pulse Oximetry (SP0 monitoring
• Carbon Monoxide (CO) monitoring
• Non - Invasive Blood Pressures (NIBP)
• 12 -Lead EKG's
• Wireless data transfer of information from the cardiac monitor /defibrillator into the
electronic patient care record.
Cardiac monitor /defibrillators are utilized on every EMS incident, often in harsh environments.
As a result, these devices are usually replaced every five years. Currently our fourteen
monitor /defibrillators are eight years old and are in need of replacement.
CIP funding for the purchase of this equipment is budgeted in FYI 4/15; however, an additional
amount is needed to cover the purchase amount. Sufficient funding exists in the Fire
Department's operating budget to cover the additional cost.

3. RECOMMENDED ACTION
1. Approve the transfer of $23,658 from 120.3022.55131.00000 to 120.3022.56032.20160
2. Approve the purchase of fourteen Zoll "X" Series cardiac monitor /defibrillators from Zoll
Medical Corporation for $373,658.00
4. FISCAL IMPACT
Upon approval of the budget transfer, funds will be available to cover the cost of fourteen
cardiac monitor /defibrillators as follows:
120.3022.56032.20106 (Defibrillator Replacement) $373,658.00

suppression, and emergency services.
7. DISCUSSION and BACKGROUND
The Fire Department typically replaces cardiac monitor /defibrillators every five years however
our current units are eight years old.
The Fire Department is piggybacking onto National Purchasing Partners (NPP) Contract Pricing.
The Fire Department has chosen the Zoll "X" Series unit after extensive field- testing by Orange
Fire Department Paramedics.
Zoll "X" Series monitor /defibrillators coordinate seamlessly with other Fire Department
equipment such as AED's, AutoPulse Devices and ePCR tablets.
