1. SUBJECT
Increase the purchase amount with Keystone Uniforms O.C. by $14,500 for FY2014 -15.
2. SUMMARY
Currently, the Fire Department is approved to purchase Firefighter uniforms and accessories
from Keystone Uniforms O.C. for an amount not to exceed $50,000 for FY14 -15. The Fire
Department is seeking approval to increase the purchase amount by $14,500, for a total amount
not to exceed $64,500 for FY2014 -15. The additional amount of $14,500 will be used to
purchase Ballistic Protective Helmets for Fire Department personnel.
3. RECOMMENDED ACTION
Approve the purchase amount increase of $14,500 with Keystone Uniforms O.C. for the
purchase of Ballistic Protective Helmets by the Fire Department.
4. FISCAL IMPACT
Upon approval, funds are budgeted and available to cover the cost of Ballistic Protective
Helmets as follows:

6. GENERAL PLAN IMPLEMENTATION
Public Safety Goal 6.0: Provide public safety services of the highest quality.
Policy 6.7: Maintain and update the City's Multi- Hazard Functional Plan as needed, and ensure
ongoing consistency between the General Plan and the Multi- Hazard Functional Plan and Fire
Department Strategic Deployment Plan.
7. DISCUSSION and BACKGROUND
The Fire Department has received CIP funding for the purchase of Protective Ballistic Helmets.
Modern day firefighting is described as "All Risk ". This includes, but is not limited to, "Active
Shooter Incidents" (ASI) and "Civil Disturbance ". In the past, fire personnel would wait until
the threat was mitigated before entering the scene for rescue. New policy states that during an
ASI event, fire personnel are expected to go down range, with the protection of PD, and rescue
victims injured by the shooter. During these types of incidents, the standard fire helmet does not
provide adequate protection from fire arms, handheld weapons or debris caused by an explosion.
The Protective Ballistic Helmets are necessary to provide for head and face protection for
firefighters in the event that they respond to an ASI or "Civil Disturbance ".
