1. SUBJECT
2014 -2015 Mid -Year CIP Amendment for Project W of the Comprehensive Transportation
Funding Program for the installation of new shelters, benches and trash receptacles at seven
Orange County Transportation Authority (OCTA) Bus Stop locations in The City of Orange.
2. SUMMARY
OCTA requires the City of Orange to add the Project W to the 2014 -2015 CIP prior to the any
expenditure of the project funding.
3. RECOMMENDED ACTION
Authorize the amendment of the 2014 -2015 CIP to include the addition of the Project W Bus
Stop Improvements for the following locations:
1. Southbound The City Drive far side City Way
2. Northbound The City Drive far side Dawn Way
3. Southbound Main Street far side Katella Avenue
4. Southbound Main Street far side Chapman Avenue
5. Orange Transportation Center at Dock #1
6. Southbound Main Street far side La Veta Avenue
7. Southbound Tustin Street at East Village Way (Zone 4)
4. FISCAL IMPACT
There is no fiscal impact to the city as Project W funding does not require a Match from the local
agency.

6. GENERAL PLAN IMPLEMENTATION
Growth Management Goal 3.0 Connect centers within the City to each other and to the
region through efficient and accessible public transportation.
Policy 3.2: Enhance and encourage provision of convenient and attractive transit amenities and
streetscapes to encourage use of public transportation (e.g. benches, trash cans, shelters, and
lighting.).
7. DISCUSSION and BACKGROUND
In April 2014, the City was informed that OCTA would be offering funding to improve the
amenities at selected bus stops in Orange County through the Project W Grant Program. The
selected stops represent the 100 bus stops in Orange County with the highest ridership numbers.
Only these Top 100 stops are eligible for the Project W funding.
The City of Orange has seven Stops in the Top 100:
1. Southbound The City Drive far side City Way
2. Northbound The City Drive far side Dawn Way
3. Southbound Main Street far side Katella Avenue
4. Southbound Main Street far side Chapman Avenue
5. Orange Transportation Center @ Dock #1
6. Southbound Main Street far side La Veta Avenue
7. Southbound Tustin Street @ East Village Way (Zone 4)
Each STOP is considered a separate funding application. Those seven applications were
submitted to OCTA on May 19, 2014.
Each STOP is eligible for a project maximum of up to $20,000 or $30,000. The maximum
project funding was determined by passenger ridership calculations prepared by OCTA. Six of
the seven STOPS in Orange are eligible for a project maximum of up to $30,000. The
Southbound Main St. far side Katella STOP is eligible for up to $20,000. Project funding can
only be used for Bus STOP amenities such as benches, shelters and trash receptacles. Concrete
pads or sidewalk work is not eligible for funding. There is no Match required from the applying
agency for Project W funds. City staff identified shelter improvements for the seven STOPS in
Orange. All seven Bus STOP locations will get either a 17 ft. or 21 ft. new shelter. The new
shelters are basically longer versions of the standard 12 ft. shelter currently used in Orange. All
new shelters will have solar power as the energy source.
At their meeting of July 14, 2014, the OCTA Board of Directors approved the seven funding
applications submitted by the City of Orange. The total funding approved for the seven Bus
STOPS is $145,446.00.
