1. SUBJECT
FY 2014 Edward Byrne Memorial Justice Assistance Grant (JAG) for the purchase of electronic
stakeout GPS devices.
2. SUMMARY
The U.S. Department of Justice has made funds available under the FY 2014 JAG Program. As
in past years, all Orange County cities and the County have submitted a joint application. The
total joint award amount is $434,569 of which the City of Orange will receive $12,077. The
County of Orange is requesting approval of an agreement that allocates the City's 2014 JAG
funds as follows: $1,208 to PROACT, the County's methamphetamine lab task force; $1,087 for
grant administrative fees to the County; and $9,782 retained by the City to purchase electronic
stakeout GPS devices.
3. RECOMMENDATION
1. Authorize the City Manager or his designee to execute the agreement between the City
and the County of Orange for $12,077 in FY 2014 JAG funds, including the allocations to both
the County and PROACT.
2. Accept into the City's revenue budget $9,782 from the County of Orange into revenue
account number 353.4011.45150.30003, Federal Grants -2014 JAG.
3. Appropriate $9,782 from account 353.4011.45150.30003, Federal Grants -2014 JAG, to
account 353.4031.55131.30003, Federal Grants - Equipment -2014 JAG, for the purchase of
electronic stakeout GPS devices.
4. Authorize the purchase of electronic stakeout GPS devices from 3SI Security Systems,
Inc. as a sole source vendor in the amount of $9,329.20.
4. FISCAL IMPACT
Upon appropriation, funds will be available to cover the cost of the purchase of the electronic
stakeout GPS devices as follows:

Public Safety Goal 6.0 Provide public safety services of the highest quality.
Policy 6.1: Provide the Police Department with adequate personnel, equipment and state -of the
art- technology to effectively combat crime, meet existing and projected service demands, and
provide crime prevention programs. These resources should be provided prior to anticipated
needs.
7. DISCUSSION and BACKGROUND
Public Law 109 -162 is the funding authority for the federal Department of Justice JAG Program.

7. DISCUSSION and BACKGROUND continued
In 2013, personnel from the Police Department completed 13,007 incident reports. Of those,
4,380 reports were forwarded to detectives for additional follow -up and investigation. Many of
these crimes were committed in the same geographical areas targeting vehicles and residences for
theft. The Department also conducted multiple surveillance operations in an attempt to
apprehend subjects committing the thefts. These operations require a large contingent of
officers /investigators to monitor the operation whether or not a crime occurs.
The purchase of electronic stakeout GPS tracking devices with a bundled tracking package would
allow officers to deploy several bait devices in high -crime areas without the need for direct
officer surveillance. This would allow the tracking of stolen property and lead officers to the
suspects. Since these devices are activated by movement, they can be attached to doors and other
entry points to alert officers when entry is being attempted. The Department will be able to
electronically conduct stakeout /surveillance of commonly stolen items, allowing several
stakeouts to take place in multiple problem areas without a large deployment of personnel. The
devices will also lead officers /investigators to where suspects are transporting the stolen property
and identify possible fence operations.
The Department would like to purchase electronic stakeout GPS devices from 3SI Security
Systems in the amount of $9,329.20 as a sole source vendor. Any unused funds will be returned
to PROACT.
