SUBJECT Bid No. 145 -03; Approval of Plans, Specifications, and Estimates (PS &E), and request authorization to advertise for construction bids for the intersection of Glassell Street and Palm Avenue Traffic Signal installation project (SP- 3726). 2. SUMMARY The PS &E for the traffic signal installation at the intersection of Glassell Street and Palm Avenue have been completed. The project is ready to be advertised for construction bids. The total estimated construction costs including contingencies and construction engineering is $291,180.00 3. RECOMMENDED ACTION Approve the PS &E, and authorize advertising for construction bids the Glassell Street and Palm Avenue Traffic Signalization Project. 14. GENERAL PLAN IMPLEMENTATION Circulation & Mobility 1.0 Provide a safe, efficient, and comprehensive circulation system that serves local needs, meets forecasted demands, and sustains quality of life in neighborhoods. Policy 1.1: Plan, build, and maintain an integrated, hierarchical, and multi -modal system of roadways, pedestrian walkways, and bicycle paths throughout the City.. Policy 1.2: Identify key intersections and streets with historical or projected traffic congestion problems and apply creative traffic management measures to improve overall circulation. 17. DISCUSSION and BACKGROUND Glassell St. and Palm Ave. is one of the intersections identified in the Chapman University Specific Plan Amendment No. 5 (Specific Plan) that needs to be signalized to accommodate projected Chapman University and cumulative growth in the City. Glassell St. is a four -lane north -south Arterial at the Garden Grove Freeway which narrows down to a two -lane section north of La Veta Ave. and through the Old Towne District then widens again to a 4 -lane section at Collins Ave. Palm Ave. is an east -west 2 -lane Local Street. The intersection is currently controlled by a four -way stop. The existing vehicular, bike, and pedestrian traffic volumes warrant the signalization of the intersection. Recent traffic counts show there are 10,541 vehicles, 4,107 pedestrians and 430 bicyclists entering the intersection on an average weekday between 7:00 am to 6:00 pm. These traffic volumes result in a continuing conflict among road users at the intersection. With projected 2016 traffic volumes, the traffic condition is expected to get worse. The traffic signal at the intersection will define right -of -way assignment to the road users which will minimize if not avoid conflicts. The construction of the traffic signal at the intersection features decorative traffic signal poles consistent with the standards of the Old Towne Master Plan of Lighting. The scope of work includes installation of controller, cabinet, service, CCTV camera, emergency vehicle preemption, loop detectors, LED luminaires, vehicle and pedestrian signal heads, street name signs, ADA- compliant sidewalk access ramps, and signing and striping. Signal timing at the intersection highlights an exclusive pedestrian scramble phase. The exclusive pedestrian phase stops all vehicular movement and allows pedestrians access to cross in any direction at the intersection, including diagonally. The construction of the proposed traffic signal will not have any negative impact to the area's on- street parking. On the contrary during design, staff was able to remove some of the existing red curb to provide consistency with the proposed striping on Glassell Street and create 6 additional on- street parking spaces between Palm Avenue and Sycamore Avenue. The total estimated construction costs including 10% contingencies and 5% construction engineering is $291,180, and the available funding is $265,000. Chapman University is required 2 to contribute 62.3% of the total associated project costs as its "fair -share contribution" as specified in the Specific Plan for the installation of the intersection traffic signal. Based on the project cost estimate, Chapman University's fair share is estimated to be to $181,405. After bids are received, staff will make recommendations on the contract award including additional appropriation if needed. This project is fully and adequately addressed in the approved certified Final Environmental Impact Report (FEIR) No. 1717 -03 prepared for the Specific Plan. The FEIR was prepared in accordance with the provisions of the California Environmental Quality Act (CEQA) per State CEQA Guidelines Section 15070 et seq and in conformance with the Local CEQA Guidelines. 18.
