1. SUBJECT
Rejection of all Bids - Bid No. 145 -11, SP -3879; Water Yard Security Gate Improvement
Project.
2. SUMMARY
Bids for Water Yard Security Gate Improvement Project were received and opened on July 31,
2014. Two (2) bidders responded to the Notice Inviting Bids. The bids were not competitive as
the low bid of $50,726.93 is about twice the engineer's estimate. Staff recommends rejection of
all bids and re- advertisement of this project later this year.
3. RECOMMENDED ACTION
Reject all bids received and authorize the re- advertisement of this project.
4. FISCAL IMPACT
Funds are budgeted in the Capital Improvement Program and are available in the following
account:
600.8011.51401.00000 (Repairs to buildings and fixed equipment) $ 25,000

6. GENERAL PLAN IMPLEMENTATION
Public Safety Element Goal 7.0 Improve community safety and reduce opportunities for
criminal activities.
Policy 7.5: Maximize security of public spaces, recreation facilities, and new development by
encouraging complementary uses that support a safe environment.
7. DISCUSSION and BACKGROUND
This project consists of reconstructing the approach pavement with Portland Cement concrete,
installation of loop detectors, new motor, electrical wiring, new recessed track, new chain, and a
new gate privacy screening. The gate will limit access to authorized personnel only to improve
security and protect city assets.
The total estimated construction cost including 10% for contingencies and construction
engineering is $22,000.00
Informal bids were advertised for three weeks, and bids were opened on July 31, 2014. Two bids
were received as follows:
1) NT Thomas Construction, Villa Park
2) Harris Steel Fence Co., Inc., Los Angeles
$50,726.93
$55,100.00
Public Works will revise the project bid documents, if necessary to reduce cost and re- advertise
the project. Staff will return to Council with a recommendation to award the project and
appropriate sufficient funds to complete the project.
