1. SUBJECT
Resolution No. 10812 — A Resolution of the City Council of the City of Orange declaring a
portion of Center Street is no longer needed for street purposes.
2. SUMMARY
Adoption of Resolution No. 10812 will remove a portion of Center Street from the City Street
System.
3. RECOMMENDED ACTION
Adopt Resolution No. 10812.

7. BACKGROUND and DISCUSSION
This 60' x 67' portion of Center Street lying west of McPherson Road, which is proposed to be
removed from the City Street System, is currently utilized as part of the City of Orange Resource
Center located at 210 N. McPherson Road. The City acquired the fee ownership of the south one-
half of Center Street from the property owner on the south side of Center Street for $20,100
(recorded document 90- 211530, recorded 4/23/90). The City acquired the fee ownership of the
north one -half of Center Street when it acquired the parcel to the north of Center Street for
$255,559 through a Final Order of Condemnation from the Southern Pacific Railroad Company
in 1991 (recorded document 91- 039427, recorded 1/28/91). Together the parcel on the north side
and Center Street compose the present day Resource Center. Later in 1991 -92, the City
proceeded to remove the pavement from Center Street to construct the Resource Center.
However, the Assessor's map still shows Center Street. That is because it was once an accepted
street in the City Street System. This action will remove the street and correct the map. An
assessor's parcel will be created where the former street was because the City is the fee owner of
that property. Upon the adoption of Resolution No. 10812 and recordation of a certified copy
thereof in the Official Records of the County of Orange, the Assessor's map book will be revised
by the County Assessor to show the former street as a parcel owned by the City and not in the
City Street System.

RESOLUTION NO. 10812
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF ORANGE REMOVING A
PORTION OF CENTER STREET FROM
THE CITY STREET SYSTEM.
WHEREAS, the County Assessor's map shows a portion of Center Street which has
not been used and is no longer needed for street purposes as a part of the City's street system;
and
WHEREAS, the City Council of the City of Orange desires to amend the City's street
system, by removing that portion of Center Street located west of McPherson Road north of
Chapman Avenue; and
WHEREAS, the City of Orange will retain all fee rights to that portion of the street
removed from the City street system.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Orange
as follows:
Section 1. The foregoing recitals are true and correct.
Section 2. That portion of Center Street located west of McPherson Road north of
Chapman Avenue as generally depicted on the map attached as Exhibit B and more particularly
described in Exhibit A , is hereby removed from the City street system effective upon
recordation of this Resolution in the Official Records of the County of Orange, State of
California (the "Official Records ").
Section 3. As the underlying fee owner, the City of Orange retains all rights in fee
over the property depicted in Exhibit B , and more particularly described in Exhibit A .
Section 4. The City Clerk is hereby authorized and directed to cause a certified
copy of this Resolution, attested by the City Clerk under seal, to be recorded without
acknowledgement, certificate of acknowledgement, or further proof in the Official Records of
the County of Orange.
Section 5. From and after the date a certified copy of this Resolution is recorded in
the Official Records, that portion of Center Street located west of McPherson Road north of
Chapman Avenue as generally depicted on the map attached as Exhibit B and more particularly
described in Exhibit A , shall no longer constitute a public street and is hereby removed from
the City street system.
