SUBJECT 7= Award of Contract - Bid No. 145 -01; Asphalt Replacement at Various Locations FY 14 -15. 2. SUMMARY Four (4) bids for the Asphalt Replacement at Various Locations FY 14 -15 were received and opened on July 10, 2014. The apparent low bidder is R.J. Noble Company for $697,000.00. 3. RECOMMENDED ACTION Award a contract in the amount of $697,000.00 to R.J. Noble Company and authorize the Mayor and City Clerk to execute the necessary documents on behalf of the City. 4. FISCAL IMPACT Funds are budgeted and are available in the following accounts: 600.8041.53830.00000 Asphalt Products $550,000.00 600.8041.55451.00000 Transmission and Distribution $471,217.00 5. STRATEGIC PLAN GOAL(S) 1 b) Provide for a safe community — Provide and maintain infrastructure necessary to ensure the safety of the public. 2d) Be a fiscally healthy community - Effectively manage and develop City assets. 4b) Provide outstanding public service - Provide facilities and services to meet customer expectations. 6. GENERAL PLAN IMPLEMENTATION Infrastructure Element Goal 6.0: Ensure water, sewer, and storm drain systems that meet the needs of residents and businesses. Policy 1.1: Provide sufficient levels of water, sewer, and storm drain service throughout the ITEM 8/12/14 1 community. Economic Development Element Goal 6.0: Provide sufficient infrastructure to support anticipated economic development and growth. Policy 6.1: Provide public improvements to support commercial, industrial and institutional uses. 7. DISCUSSION and BACKGROUND The City Council previously approved the advertisement for bids on June 10, 2014. Four (4) bids were received and opened on July 10, 2014. The results are as follows: CONTRACTOR AMOUNT R.J. Noble Company $697,000.00 All American Asphalt $705,000.00 Hardy & Harper $709,600.00 GM Sager Construction $1,325,000.00 Staff conducted reference checks with other agencies including the City of Fountain Valley, City of Newport Beach, and City of Dana Point. All agencies contacted gave good reviews on the performance of R.J. Noble. Therefore, staff recommends that R.J. Noble Company be awarded the contract in the amount of $697,000.00 for the Asphalt Replacement at Various Locations FY 14 -15. Work items will include traffic control, removal of temporary asphalt concrete, saw cutting and grinding, paving and overlay, slurry seal, and adjustment of utility valves and covers to grade. The scope of work includes all labor, equipment, and materials necessary to repair the asphalt concrete patches on an "as needed" basis. The term of the contract is for one year. The contract can be renewed annually with City Council approval for a total of four (4) more years if the City is satisfied with the performance and level of service from the contractor. The cost for the initial year is $697,000.00. Each subsequent year the City can choose to extend the contract with a percentage increase in cost equal to the Consumer Price Index (CPI) with a maximum of 2 %. 8.
