7. DISCUSSION and BACKGROUND
Reservoir No. 5 is a welded steel potable water storage tank located in a residential area in
the eastern foothills of Orange. This partially buried reservoir was built in 1968 and has been
used to store treated drinking water for the citizens of Orange. The reservoir's capacity is
five million gallons with an approximate diameter of 170 feet and height of 32 feet. The tank
has been in continual operation since its construction.
In 2008, the Water Division hired a consultant (Tank Industry Consultants) to evaluate all
water reservoirs in the system and Reservoir No. 5 has been identified as being in need of
interior recoating. In late 2013, the Water Division sent out a Request for Proposal and
selected Harper & Associates Engineering, Inc. as the consultant to evaluate the reservoir's
current condition, provide recommendations, prepare technical specifications and plans, and
assist staff in bidding and inspecting the project. Aside from confirming the need to
completely recoat the reservoir's interior, this study also recommended that the exterior
coating be redone. In addition, the existing cathodic protection system, which is
deteriorating, was also identified for replacement. Some exterior safety features, such as,
handrailing, center vent, roof hatches, and ladders also need to be enhanced or replaced to
meet the current codes and industry standards. In order to minimize shut down time for the
tank, limit the inconvenience to the neighborhood and reduce the construction cost, we
recommend all work to be done at the same time. The total estimated construction cost is
$904,000.00. Depending on the actual bid results, additional funding for the project may be
required. Any additional required funding for the project that arise from the bidding, will be
addressed with the award of the project. Construction is anticipated to begin in December
2014 and to be completed by April 2015.
This project is categorically exempt from the California Environmental Quality Act (CEQA)
(CEQA Guidelines Section 15301, Class 1- Existing Facilities). This exemption applies to minor
alterations to existing public or private structures or facilities, involving negligible or no
expansion of the existing use. The project falls within this exemption category because it involves
maintenance of an existing City reservoir. The purpose of the project is to ensure the longevity of
existing water infrastructure at the site through preventative maintenance. The project does not
expand the existing use or capacity of the infrastructure.
