SUBJECT Appropriation of designated grant funding received from the California Department of Resources Recycling and Recovery (CalRecycle) for the Oil Payment Program and Beverage Container Recycling Program. 2. SUMMARY Based on a grant funding agreement with CalRecycle, the Public Works Department receives an annual allocation of per- capita grant funds. The agreement requires the City to utilize these funds towards activities related to the collection and recovery of used motor oil, litter reduction, and the recycling of beverage containers. Funds may also be used to support local public education endeavors related to used motor oil collection, litter reduction, and recycling. 3. RECOMMENDED ACTION 1. GENERAL PLAN IMPLEMENTATION Infrastructure Element Goal 2.0 Reduce the amount of waste material entering regional landfills with an efficient and innovative waste management program. Policy 2.1 Provide sufficient levels of solid waste service throughout the community. 7. DISCUSSION and BACKGROUND The City participates in two CalRecycle programs: the Oil Payment Program and the Beverage Container Recycling Program. An annual application is required, and funds are dispersed by CalRecycle on a per- capita basis. The grant funds identified here are for CalRecycle programs in Fiscal Year 13 -14. The City has until the end of Fiscal Year 14 -15 to expend the Oil Payment Program funds, while the Beverage Container Recycling Container funds do not have a deadline. Oil Payment Program The City has been the recipient of CalRecycle Oil Payment Program grant funding since 1994, and has utilized the funding to provide its residence services such as free door -to -door used oil collection through At Your Door Special Collection. Residents can simply call At Your Door ITEM 8/12/14 Special Collection through a toll -free number and make an appointment for their used oil to be collected from an accessible location. As an essential component of the City's pollution prevention efforts, the program provides residents with a convenient alternative to the illegal disposal of used oil. Furthermore, the grant funding is also used to support the City's certified used oil collection centers, and for the provision of public education related to recycling. Beverage Container Recycling Program The City has received funds for this program since 1999. With the use of these funds, the City obtains the services of the Discovery Science Center (DSC) and the Orange County Conservation Corps (OCCC). Most recently, the City has used these funds to have OCCC perform maintenance of storm channels throughout the City. On an annual basis, the City uses a portion of these funds to have OCCC provide litter reduction and recycling activities during the City's Third of July Celebration, Ride Share Health Fair, Treelighting Celebration, Treats in the Streets, and other special events. The City has also committed a portion of their grant funding to support the DSC Eco Challenge Program, which is an interactive environmental exhibit that integrates different teaching practices to acclimate sixth grade participants with techniques to protect the environment and promote recycling. The program elements include a 50- minute in school assembly and take home assignments, a two -hour field trip to DSC to interact with environmental exhibits, and a two -hour teacher professional development program. During fiscal year 2013 -14, the DSC's Eco Challenge utilized City- designated per- capita grant funding to provide over 1,000 Orange Unified School District youth with an enhanced perspective of recycling and resource conservation. 8.
