1. SUBJECT:
Resolution No.10810, a Resolution of the City Council of the City of Orange authorizing
application for Families and Communities Together (FaCT) Family Resource Center(FRC) grant
in con'unction with the Friendl Center.
2. SUMMARY:
The Friendly Center is applying for a FaCT grant from the County of Orange and the City of
Orange, through its Police Department, is a FRC partner. FaCT's mission is to identify and
promote promising and best practices, train, fund, and advocate for FRCs to be Orange
Count 's communit based latform for revention activities and famil su ort services
3. RECOMMENDATION:
Approve Resolution 10810, a Resolution of the City Council of the City of Orange authorizing
application for Families and Communities Together (FaCT) Family Resource Center(FRC) grant
in con'unction with the Friendl Center.

7. DISCUSSION and BACKGROUND
The Friendly Center is submitting a proposal to the County of Orange for funds to support
Family Resource Center activities and has asked the City of Orange through its Police
Department to be a partner in this endeavor. The Department's role is to provide parent
education classes via the Parent Project curriculum, teaching strategies to reduce family conflict,
reduce 'uvenile crime, reduce recidivism, and im rove school erformance and attendance.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE AUTHORIZING APPLICATION
FOR FAMILIES AND COMMUNITIES TOGETHER
(FaCT) FAMILY RESOURCE CENTER (FRC)
GRANT IN CONJUNCTION WITH THE FRIENDLY
CENTER
WHEREAS, the City of Orange (the "City") is a municipal corporation exercising
governmental functions and powers and organized and existing under the laws of the State of
California; and
WHEREAS, the Friendly Center is submitting a proposal to the County of Orange for
funds to support Family Resource Center activities and has asked the City of Orange through its
Police Department to be a partner in this endeavor;
WHEREAS, the City needs to identify by Resolution the person who is authorized to
execute the necessary actions on behalf of the City in order to file this grant proposal; and
WHEREAS, the City Council finds that the receipt of the grant funds is in the best
interests of the City and that the City Manager as primary, and the Police Chief of the City as
secondary, shall be authorized to execute such actions that are necessary to receive such funds.
NOW, THEREFORE, be it resolved by the City Council of the City of Orange as
follows:
That City Manager John W. Sibley, shall be the Authorized Agent for the City or in the
case of his absence, that Police Chief Robert H. Gustafson shall be the Autharized Agent, and
that they are hereby authorized to execute for and on behalf of the City, any actions or
documents that are necessary for the purpose filing this proposal and for obtaining any
assistance provided.
