SUBJECT Implementation of the City of Orange LED Street Lighting Project through the National Joint Powers Alliance (NJPA) cooperative purchasing agreement. 2. SUMMARY The City of Orange is embarking on a Light Emitting Diode (LED) Street Lighting Project as part of its utility energy efficiency program. The project will retrofit existing street lighting fixtures in the west side of the City with new energy efficient, long - lasting LED fixtures. The project alone is expected to save $12,134.00 annually in energy and maintenance costs. 3. RECOMMENDED ACTION 1. Appropriate of $95,000.00 from the unreserved fund balance of 263 to Expenditure Account No. 263.5032.56100.20228 LED Street Lights Project. 2. Transfer of $15,000.00 from Account No. 263.5032.56100.16469 Traffic Signal Equipment Painting to Expenditure Account No. 263.5032.56100.20228 LED Street Lights Project. 3. Authorize City Manager to execute agreement in the amount of $100,000.00 plus 10% contingencies with Pacific Lighting Management, Inc. 1638 E. Edinger Avenue, Suite 13, Santa Ana, CA 92705 on a form as approved by City Attorney for the purchase and installation of the LED Street Lights Project as bid through the National Joint Power Alliance (NJPA) Contract. 4. FISCAL IMPACT Upon appropriation and transferring, funds will be available to cover the cost of construction as follows: 263.5032.56100.20228 LED Street Lighting Project $110,000.00 ITEM *& 14_ 7/08/14 5. DISCUSSION and BACKGROUND The Energy Network, a no -cost service funded by the California Public Utilities Commission, offers third -party expertise to help public agencies reduce energy costs and achieve savings. In June 2014, the Energy Network completed the Street Lighting Audit Report for the City of Orange LED Street Lighting Pilot Project. The report recommended retrofitting 200 LS -3 (metered) City -owned streetlights with energy efficient long - lasting LED fixtures with expected service life of 15 years. The streetlights being retrofitted are generally in the western area of the City and include segments of La Veta, Main Street, Chapman, The City Drive, Orangewood, Anaheim Way, Metropolitan, Lewis, Manchester, Katella, and small side streets along Main Street between Sycamore Avenue and Grove Avenue. The recommended LED fixture cited in the report is Leotek Ecobra 14M. This fixture is the most cost - effective fixtures drawing from the experience of the City of Los Angeles Cobrahead Replacement Program. The Leotek LED has been approved and used by Caltrans and other public agencies. In addition, the City of Orange has been using the Leotek LED at a few intersections for safety lights and along two roadways in the City. LED fixtures have many advantages over the existing high pressure sodium vapor fixtures. LED has a significant lower cost of operation and maintenance and also offers improved color rendering, and greater directionality and uniformity. LEDs have a higher perceived brightness when compared to conventional light sources in street lighting applications. LED streetlights also allow for easy dimming which affords opportunity for greater potential energy savings down the road if adaptive lighting strategies are implemented. The cost of the purchase and installation of the LED fixtures was bid through the NJPA cooperative purchasing agreement to which the City of Orange is a current member. Public agency members of NJPA can procure goods and services thru a co- operative purchasing or "piggyback" option made available to public agencies under Gov. Code 6500, the joint Exercise of Power Act (JPAs). Procurement of goods and services through this method will ensure volume discounts. NJPA has already prepared, publicly noticed, administered, and conducted an open bid to find the best energy - efficiency contractors in the area. For this project, Pacific Lighting Management, Inc. has been selected. The project costs including materials, removal and salvage of the existing fixtures and installation of the new LED lights is $100,000.00 plus 10% contingencies. The street lights being retrofitted are expected to realize an estimated annual electricity savings of approximately 60 %. In dollar terms, the expected annual saving is $12,134.00 in energy and maintenance costs. 1 7.
