Approve Staff s Energy Efficiency Consultant recommendation and Consultant Agreement.
2. SUMMARY 7==]
Staff issued a Request for Qualification and Proposal (RFQ &P) to provide Energy Efficiency
Consulting Services on February 7, 2014. Staff received five (5) Statement of Qualifications and
Proposals on March 27, 2014. The RFQ &P contained a two step process. First Staff reviewed
the Statements of Qualifications and then invited the firms to participate in an interview process.
Through the review process Climatec was chosen as the most qualified firm. The Consultant
Agreement is to provide a comprehensive energy efficiency audit at no cost to the City.
3. RECOMMENDED ACTION
Approve the Consultant Agreement with Climatec and authorize the Mayor and City Clerk to
execute the necessary documents on behalf of the City.

6. GENERAL PLAN IMPLEMENTATION
Natural Resources Element Goal 2.0 Protect air, water and energy resources from pollution and
overuse.
Policy 2.9 — Promote City operations as a model for energy efficiency and green building.
Natural Resources Element Goal 3.0 Prepare for and adapt to the effects of climate change and
promote practices that decrease the City's contribution to climate change.
Policy 3.2 — Develop and adopt a comprehensive strategy to reduce greenhouse gasses (GHGs)
within Orange by at least 15 percent from current levels by 2020.
7. DISCUSSION and BACKGROUND
In February 2009, the Orange City Council adopted by Resolution the "Orange Goes Green"
program. The program acknowledged the City's desire to operate in a more resource efficient,
environmentally friendly manner while also reducing long -term operating and maintenance costs.
The program outlines policies and future action items, and identifies resource efficiency in City
Facilities and Operations as an area where the City should focus its efficiency efforts.
The City of Orange (City) solicited Energy Service Companies (ESCo) capable of providing
comprehensive energy conservation and energy related capital improvement services. The City
developed the Request for Qualifications and Proposal (RFQ &P) to adhere to the intent and
processes of Public Resource Code 25008 and California Government Code 4217. The City
solicited ESCos who can assist the City in implementing energy savings projects with an
emphasis on solar technologies that will make the City's buildings more energy efficient, reduce
utility and operating costs, and reduce dependence on grid -based power procurement. Secondary
consideration was given to other improvements and /or technologies which accomplish the same.
The City requested that all interested firms submit a Statement of Qualifications and Proposal
(SOQ &P).

the Statements of Qualifications and then invited the firms to participate in an interview process.
Through the review process Climatec was chosen as the most qualified firm. The Consultant
Agreement is to provide a comprehensive energy efficiency audit at no cost to the City.
There is no fiscal impact to the City for Climatec to provide a comprehensive energy efficiency
audit. The audit will help the City to take some initial steps to achieve the following objectives:
1) Upgrade old and inefficient systems which are near or at the end of their useful life
2) Accomplish significant long -term cost savings through reduced energy
3) Explore clean and green alternative and renewable energy generation options, specifically
solar energy.
4) Continue to maintain building functionality and compatibility with existing equipment
5) Improve levels of comfort for building occupants

In the future if the City chooses to move forward with any of the recommendations there could be
capital costs associated with the various energy conservation measures. However, the goal of the
program is to identify cost neutral or minimal cost measures that will provide the City with future
energy savings.
