1. SUBJECT
Award of Contract - Bid No. 134 -30; Fire Hydrant Painting Services
2. SUMMARY
Fifteen (15) bids for Fire Hydrant Painting Services were received and opened on June 12, 2014.
The apparent low bidder is Signature Painting for $47,993.00.
3. RECOMMENDED ACTION
Award a contract in the amount of $47,993.00 to Signature Painting and authorize the Mayor and
City Clerk to execute the necessary documents on behalf of the City.

Funds are budgeted and are available in the following accounts:

7. DISCUSSION and BACKGROUND
The City Council previously approved the advertisement for bids on May 13, 2014. Fifteen bids
were received and opened on June 12, 2014. The results are as follows:

Staff conducted reference checks with other agencies including the City of Ventura, Westland
Water District, and San Diego Unified School District. All agencies contacted gave good
reviews on the performance of Signature Painting. Therefore, staff recommends that Signature
Painting be awarded the contract in the amount of $47,993.00 for the Fire Hydrant Painting
Service.
There are over 4,400 fire hydrants throughout the City. It is estimated that 1,100 fire hydrants
will need to be painted each year to complete the 4 -year cycle of fire hydrants painting in the
City. The scope of work includes traffic control, removal of grease, oil, loose paint, dirt, foreign
materials, and painting with all necessary labor, equipment, and materials.
The term of the contract is for one year with an option to renew the contract annually for a total
of three (3) more years if the City is satisfied with the level of service from the contractor.
Approval of the extensions will be based upon performance and will be executed by the City
Manager. The cost for the initial year is $47,997.00. Each subsequent year is subject to a
formula -based consumer price index (CPI) with the adjustment capped of no greater than 2 %.
