1. SUBJECT
Resolution No.10802.
A Resolution of the City Council of the City of Orange rescinding Resolution No. 10759, and
adopting a Revised Master Resolution of Permit Parking Areas within the City of Orange.
2. SUMMARY :7
Residents of the City initiated a request to implement neighborhood permit parking in order to
provide residents with a reasonable expectation of parking in proximity to their homes. The
applicant circulated a petition and received enough support from the neighborhood to present his
request to the City Traffic Commission, and subsequently to the City Council. The area
requesting formation of a new parking permit program is as follows:

Both sides of Waverly Street from the northerly property lines of 133 and 138 S. Waverly Street
to Almond Avenue.
3. RECOMMENDED ACTION
Adopt Resolution No. 10802.
4. FISCAL IMPACT
Upon adoption of the 2014 -15 Budget funds will be available to cover cost of sign installation in
the following account:

Policy 1.10: Apply traffic calming measures, where appropriate, to residential neighborhoods
affected by cut - through traffic in accordance with the City's Residential Neighborhood Traffic
Management Program.
7. DISCUSSION and BACKGROUND
Existing Conditions
Ms. Pamela Kaa a resident of Waverly St. located in a residential community in proximity to
Chapman Ave. is requesting permit parking for the 100 block of S. Waverly St. The request is to
maintain a reasonable quality of life for the residents of the neighborhood. The neighborhood is
single - family residences with business properties on the north end of Waverly St. and along
Chapman Ave. Over time the demand for on- street parking generated by the local businesses has
increased.
Per the City's Parking Permit Ordinance (OMC 20.30.40) the program is to mitigate the intrusion
of college- oriented or other long -term vehicle parking either by commercial or institutional use
on streets in residential areas, to assure local residents and their guests of convenient parking on
streets in proximity to their homes. In this case the parking demand is being generated by the
businesses.
A resident of the neighborhood provided the Traffic Engineering Division a letter of request and
the $650 application fee. After the Traffic Engineering Division received the letter of request
and application fee, staff conducted a few parking occupancy studies to determine the extent of
the parking intrusion. The observed parking demand on Waverly St. is shown in the table below.

The minimum level of occupancy on a candidate street is 75 %. Staff provided a petition and
a list of Permit Parking Pros and Cons to Ms. Kaa and Mr. Bruce Morrison co- applicant with
instructions to make a good faith effort to contact all the addresses on the petition. The
completed petition was returned to the Traffic Engineering Division. The table below shows
the results of the neighborhood polling.

Analysis
Per staff s observations, the on- street parking occupancy reaches the minimum threshold of 75%
all day Wednesday's (8:00 am — 5:00 pm), sometimes on Monday and Tuesday. There is street
sweeping from 12:00 pm to 4:00 pm on Thursdays. We also noticed that the area businesses that
impact the on- street parking on Waverly utilize their parking lots as well. However, their
overflow clients use Waverly St. to park. There is a minimum to no impact at all to the Waverly
on- street parking by the area businesses after 5:00 PM every day.
Staff recommended a compromise solution to implement Neighborhood Parking Permit Program
allowing one (1) hour parking without a permit everyday from 8:00 AM to 5:00 PM. This would
assist the businesses' clients to find a space to park on Waverly St. when their parking lots are
full, and providing the residents and their visitor's on- street parking at all times with permit.
Through public discussion with the residents and business people of Waverly Street the City
Traffic Commission elected to approve a full time parking permit program for the area residents.
Obtaining Parking Permits
Residents will obtain their parking permits from the Traffic Bureau of the Police Department.
Issuance of permits is based on housing density and is explained in the table below. Visitor
permits are included in the number of permits available to each household. A letter will be sent to
each household providing instruction for obtaining permits.

Recommendation
At their meetings of May 14, 2014 the Traffic Commission recommended approving permit
parking for the street listed below, and forwarded the request to the City Council for final
approval.

The proponent and all residents and businesses within 300 ft. of the study area were notified of
the City Council meeting.

RESOLUTION NO. 10802
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE RESCINDING RESOLUTION NO.
10759, AND ADOPTING A REVISED MASTER
RESOLUTION OF PERMIT PARKING AREAS WITHIN
THE CITY OF ORANGE.
WHEREAS, Chapter 10.30 of the Orange Municipal Code authorizes the City Council
of the City of Orange to add or remove designated areas to the Neighborhood Permit Parking
Program by resolution; and
WHEREAS, the creation of a master resolution which contains all the permit parking
areas will compile all areas into a single document and eliminate the need to revise the Orange
Municipal Code every time an area is added or deleted from the Neighborhood Permit Parking
Program.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Orange
does resolve as follows:
Section I
The following street be included to the permit parking program as newly formed Area U.
a) Both sides of Waverly Street from the northerly property lines of 133 and 138 S.
Waverly Street to Almond Avenue.
Section II
That the Master Resolution of Permit Parking Area for the Neighborhood Permit Parking
program attached hereto as Exhibit "A" is adopted.
ADOPTED this 8th day of July , 2014.
