1. SUBJECT
Resolution No. 10805 — A Resolution of the City Council of the City of Orange Amending
the Executive Directors and Top Management Salary Resolution No. 10760.
2. SUMMARY
Resolution No. 10805 amends Resolution No. 10760, A Resolution of the City Council of the
City of Orange Relating to the Classification, Compensation, and Terms of Employment of
Executive Directors and Top Management employees. Details of this Amendment appear below
under the "Discussion and Background" section of this staff report.
3. RECOMMENDATION
Approve Resolution No. 10805.
4. FISCAL IMPACT
Since Council has already approved the City's FY 2014/15 budget at their June 10, 2014 Council
meeting which included the salary adjustment requested in this staff report, there is no additional
fiscal impact to the budget for adopting this amendment.
5. STRATEGIC PLAN GOAL(S)
1. Provide for a safe community
2. Be a fiscally healthy community
3. Provide outstanding public service
6. DISCUSSION and BACKGROUND
This action aligns the Executive Management Salary Resolution to be consistent with actions
approved with the adoption of the FY 2014/15 budget.

RESOLUTION NO. 10805
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE AMENDING THE EXECUTIVE
DIRECTORS AND TOP MANAGEMENT SALARY
RESOLUTION NO. 10760
WHEREAS, the City of Orange has an existing Salary Resolution that covers
Executive Directors and Top Management Employees in effect through June 30, 2015;
and
WHEREAS, the position classification of "Deputy City Manager" which is
contained within the Top Management Resolution has been proposed for a 4.5% salary
adjustment effective June 29, 2014 by City staff to address a salary inequity; and
WHEREAS, the $5,916 cost to implement this salary increase was included in
the City's proposed FY 2014/15 budget; and
WHEREAS, the City Council authorized this salary adjustment at their June 10,
2014 Council meeting when the Council adopted the City's FY 2014/15 budget; and
WHEREAS, the new salary table for this position must be authorized by the City
Council and published by the City in order for the salary range to be considered pension -
reportable, pursuant to Ca1PERS law;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Orange that the attached updated Top Management Resolution salary table effective June
29, 2014 is approved and incorporated by reference as Exhibit "A."
