1. SUBJECT:
Grant Contract 14G -LA23 from the State of California Department of Alcoholic Beverage Control
(ABC) for the Grant Assistance Program for Fiscal Year 2015.
2. SUMMARY:
Funding from ABC is being provided in the amount of $42,302, with an objective of developing effective
strategies to reduce crime and public nuisance problems associated with ABC establishments. This
includes education and enforcement in order to reduce ABC - related crimes and calls for service. The
grant- funded activities include: multi- agency enforcement operations; Operation Trap Door; Shoulder
Tap; Minor Decoy Program; in- service training for Department personnel; and educational meetings
with local ABC establishments.
3. RECOMMENDATION:
1. Approve agreement with the State of California ABC for the grant and authorize the City
Manager to execute the agreement on behalf of the City.
2. Approve Resolution 10806, a Resolution of the City Council of the City the City of Orange
approving a grant from the State of California Department of Alcoholic Beverage Control to fund ABC
education and Enforcement Programs.
3. Accept into the City's revenue budget $42,302 from the California ABC into revenue account
number 100.4033.45495.30001, ABC Grant 2014.

4. FISCAL IMPACT
There will be an initial impact to the General Fund with the appropriation of $42,302 from the
unreserved fund balance. Because the City of Orange was approved for a reimbursable grant award in
the amount of $42,302 through the ABC grant, the General Fund will be reimbursed the initial
appropriated amount.

Policy 6.1: Provide the Police Department with adequate personnel, equipment and state -of the art-
technology to effectively combat crime, meet existing and projected service demands, and provide crime
prevention programs. These resources should be provided prior to anticipated needs.
17. DISCUSSION and BACKGROUND
The mission of the Department of Alcoholic Beverage Control (ABC) is to administer the provisions of
the Alcoholic Beverage Control Act in a manner that fosters and protects the health, safety, welfare, and
economic well being of the people of the State. In furtherance of this mission, the Orange Police
Department has received a $42,302 grant from ABC to develop an effective strategic approach to
reducing crime and public nuisance problems associated with ABC establishments. This will be
addressed through the education of local businesses owners and their employees on responsible alcohol
service. The grant will also provide for the development and implantation of a multi- agency working
group to assist in completing business inspections and enforcing state laws and local ordinances.
The grant- funded activities include:
• Inspections at each of the 24 ABC locations identified in the operating area of the grant;
• Development and implementation of an Department ABC training and enforcement
program;
• Four Minor Decoy operations and two Shoulder Tap operations;
• Informed Merchants Preventing Alcohol Related Crime Tendencies (IMPACT)
Operations at each of the 24 ABC locations;
• ABC - related in- service trainings to members of the Field Services and Investigative
Services Divisions to ensure a comprehensive effort in proactively enforcing alcohol -
related laws and local ordinances.
• Licensee Education on Alcohol and Drugs (LEADS) trainings for business owners and
staff during the grant period in order to educate them on benefits of responsible alcohol
service.

SCOPE OF WORK
Summary -(15 Points Maximum)
The City of Orange was incorporated on April 6, 1888, and has an existing population of
approximately 138,640. The City is approximately 32 miles southeast of Los Angeles and its
land area is 27 square miles. The downtown area is the symbol of the community and the
majority of the original one square mile town includes many homes and buildings dating to the
early days of the City. It was placed on the National Register of Historic Places in 1997 and
includes more than 1,300 homes and other buildings. Public safety and well -being is a valued,
fundamental component of quality of life within the community as defined in the City of Orange
Public Safety General Plan (Public 'Safety PS -1).
The City of Orange Police Department is committed to making Orange the safest city in Orange
County. The foundation for accomplishing this goal is the Five Pillars of Success, adopted in
2004 by Chief Robert H. Gustafson. They are:

• Exemplify Professionalism in every facet of the job
• Use Technology to enhance our crime fighting ability
• Arrest High -Risk and Repeat Offenders
• Work to Reduce Crime
The Orange Police Department has 167 sworn personnel and 78 non -sworn personnel. The
organizational structure consists of an Administrative Division responsible for Records, Crime
Prevention, Backgrounds, Training, Homeland Security and the Volunteer Program. The
Investigative Services Division is comprised of Crimes against Persons, Property/Fraud, Youth
Services and the Narcotic/Vice Units. Lastly, the Field Services Division is responsible for
Dispatch, Traffic, Reserves, Gangs, Special Enforcement Detail, and Patrol Units. Grant funding
will increase our effectiveness and allow us to proactively work to further reduce crime, calls for
service and enhance quality of life for the area residents
There are a total of 274 ABC licensed locations in the City of Orange (181 On -Sale and 93 Off -
Sale locations). The proposed area of focus for the grant is the downtown area, located within
ABC census tract 0759.02 and 0759.01. Both census tracts are over - concentrated and ABC
licenses show as follows:

This area of the city is comprised mainly of shopping locations, restaurants and bars. This area
is approximately 1 /4 mile from Chapman University and surrounded by residential
neighborhoods.
Existing bars and an increase in new restaurants in this area have created a more inviting night

life atmosphere. This change, coupled with the close proximity to residential areas and Chapman
University poses challenges for the Orange Police Department Vice Unit. The operational area
is located in the center of different reporting districts. All four reporting districts are considered
to be high -crime area as defined per Business & Professions Code 23958.4 (a).
The grant goals are as follows:
1. Further our partnership and working relationship with ABC personnel and local ABC
establishments in order to reduce crime and enhance quality of life for city residents and visitors.
2. Educate local businesses owners and their employees on responsible alcohol service through the
LEADS and IMPACT program.
3. Reduce calls for service at downtown ABC establishments by 10 %.
4. Reduce assaults in the operational area by 10 %.
5. Reduce overall alcohol - related crimes /incidents in the OA by 10 %.
The objectives are as follows:
1. Develop and implement a multi- agency working group to assist in completing business
inspections and enforcing state laws and local ordinances. At least two inspections will be
completed at each ABC location (total of 24 locations) during the grant period. A total of 48
inspections will be completed.
2. Further develop and implement a standardized and ongoing ABC training and enforcement
program within the Orange Police Department.
3. Conduct at least four minor decoy programs.
4. Conduct at least two shoulder tap operations.
5. Coordinate and conduct at least two Informed Merchants Preventing Alcohol Related Crime
Tendencies (IMPACT) Operations. At least two meetings will be completed at each ABC
location during the grant period. A total of 48 visits will be completed.
6. Train department personnel in ABC enforcement in order to ensure a sustained effort in
proactively enforcing. related laws and local ordinances. Department personnel will provide 12
ABC - related in- service trainings to members of the Field Services and Investigative Services
Divisions in order to ensure coordination in effort.
7. Facilitate four LEADS trainings for business owners and staff during the grant period in order to
educate them on benefits of responsible alcohol service. These trainings will be conducted
quarterly.
The Orange Police Department is requesting $42,302.74 in grant funding. This funding will be
utilized to meet specific goals and objectives, which will help reduce crime and enhance quality
of life for area residents.
Problem Statement -(25 Points Maximum)
The operational area is a popular destination within the County of Orange, traditionally known
for antique shopping. The operational area has been identified as Maple Avenue South to
Almond Avenue and Cypress Street East to Grand Street. Within this operational area, 24
locations with an ABC license have been identified. License types are as follows:
