SUBJECT Award of Contract - Bid No. 134 -31; Emergency Generator for Big Serrano Pump Station (W- 668). 2. SUMMARY Eight (8) bids for the Emergency Generator for Big Serrano Pump Station were received and opened on June 19, 2014. The apparent low bidder is Electrical Service Solutions, Inc. for $135,780.00. 3. RECOMMENDED ACTION Award a contract in the amount of $135, 780.00 to Electrical Service Solutions, Inc. and authorize the Mayor and City Clerk to execute the necessary documents on behalf of the City. 4. FISCAL IMPACT Funds are budgeted and are available to cover the cost as follows: 600.8011.56421.18925 Emergency Generator $200,000.00 15. GENERAL PLAN IMPLEMENTATION Infrastructure Element Goal 6.0: Ensure water, sewer, and storm drain systems that meet the needs of residents and businesses. Policy 1.1: Provide sufficient levels of water, sewer, and storm drain service throughout the community. Economic Development Element Goal 6.0: Provide sufficient infrastructure to support anticipated economic development and growth. Policy 6.1: Provide public improvements to support commercial, industrial and institutional uses. 17. DISCUSSION and BACKGROUND To ensure that uninterrupted power is available to operate critical existing water infrastructure at the site and to avoid prolonged service interruptions during an emergency event, the Water Division proposes to install one 250 -KW, 277/480V emergency power generator at this pump station. On May 13, 2013, the City Council approved advertisement for bid. The bids were received and opened on January 7, 2014. Nine (9) bidders responded as follows: CONTRACTOR AMOUNT 1 Electrical Service Solutions, Inc. $135,780.00 2 California Building Evaluation, Inc. $137,000.00 3 Tech Electric PS, Inc. $150,413.90 4 American Electric Company $155,000.00 5 Baker Electric, Inc. $169,500.00 6 Academy Electric, Inc. $172,000.00 7 Mel Smith Electric, Inc. $226,000.00 8 Global Power Group, Inc. $256,436.95 The Engineer's estimate for this project is $150,000 including a 10% contingency. Staff has conducted a license check for the lowest bidder, Electrical Service Solutions, Inc. In addition, all reference agencies and companies contacted for the respective bidder have provided positive feedback and good reviews.
