1. SUBJECT
Transfer of funds between various Capital Improvement Projects for transportation related
improvements.
2. SUMMARY
As part of Del Rio development, $50,000 in -lieu fee was paid to the City for intersection
improvements at Lincoln/Riverbend. The intersection improvement at Lincoln/Riverbend has
been funded by CIP Project 413120, so the Del Rio $50,000 payment needs to reimburse the
#13120 project account. Also, the critical intersection improvement project for Tustin/Chapman
has been completed and the project has a fund balance of $781,295.91 that can be used by
another CIP project for street improvement.
13. RECOMMENDED ACTION
Authorize the appropriation of $831,295.91 from 550 - Reimburseable Capital Fund to
expenditure account no. 550.5011.56330.13120 (Pavement Management Program).
14. FISCAL IMPACT I
Upon appropriation, additional funds will be available for Pavement Management Project as
follows:
550.5011.56330.13120 (Pavement Management Program) $ 831,295.91

6. GENERAL PLAN IMPLEMENTATION
Infrastructure Element Goal 3.0 Ensure adequate maintenance of public rights -of -way to
enhance public safety and improve circulation.
Policy 3.1: Continue to maintain and repair sidewalks and pavement surfaces on public rights -
of -way.
7. DISCUSSION and BACKGROUND
As part of Del Rio development, $50,000 in -lieu fee was paid to the City for intersection
improvements at Lincoln /Riverbend. Per Agreement No. D12-027 with the County of Orange,
the County has included the Lincoln/Riverbend intersection improvement with its Lincoln
Avenue Bridge widening project. Since the City's fair share contribution for the bridge widening
project was funded with CIP #13120, this $50,000 will be appropriated to CIP #13120 to
reimburse the project account.
The Chapman/Tustin Critical Intersection project was completed in 2011; however, the goodwill
settlement agreement was only reached early this year. The project currently has a balance of
$781,295.91. Staff is requesting the transfer of this balance to the Pavement Management
Program CIP prof ect # 13120 for street improvement.
The total amount appropriated from 550 Fund to Pavement Management Program CIP Project
#13120 is $831,295.91.
