Award of contract for Supervisor Control and Data Acquisition ( SCADA) System Needs
Assessment.
2. SUMMARY
The Water Division requested proposals to review the existing SCADA system that provides
control over the water system. The Water Division received two proposals in response to the
Request for Proposal (RFP) for SCADA System Needs Assessment. The selection committee has
completed their review and has ranked Pacific Advanced Civil Engineering, Inc. as the top
proposal.
13. RECOMMENDED ACTION
Approve a Consultant Service Agreement with Pacific Advanced Civil Engineering, Inc. in the
amount of $61,518 for the SCADA System Needs Assessment and authorize the Mayor and City
Clerk to execute the contract on behalf of the City.
14. FISCAL IMPACT
Funds will be available to cover the cost as follows:

6. GENERAL PLAN IMPLEMENTATION
Infrastructure Element Goal 6.0: Ensure water, sewer, and storm drain systems that meet the
needs of residents and businesses.
Policy 1.1: Provide sufficient levels of water, sewer, and storm drain service throughout the
community.
Economic Development Element Goal 6.0: Provide sufficient infrastructure to support
anticipated economic development and growth.
Policy 6.1: Provide public improvements to support commercial, industrial and institutional uses.
7. DISCUSSION and BACKGROUND
The existing Water Supervisory Control and Data Acquisition ( SCADA) system for the City of
Orange Water Division has been in operation for approximately 17 years. This system is used to
monitor and control the water system remotely from the Water Division Headquarters or from a
remote laptop. The existing SCADA system is dated and has limited capability. It doesn't
provide the desired automation and synchronization of the water system to provide a more
efficient operation by today's critical standards. Currently, the water system includes 17 wells,
16 reservoirs, 16 pump stations, and 8 import connections, all of which are controlled by the
SCADA system.
The City of Orange Water Division solicited proposals from four reputable and experienced
consultants to assess, evaluate, and recommend improvements to the City's existing SCADA
System, including varying degrees of automation. A total of two (2) proposals were received,
with one from Richard Brady Engineering and the other from Pacific Advanced Civil
Engineering, Inc.; Sage Designs, Inc., and Morrow Meadows Corporation did not submit a
proposal for this project.
City Staff members independently reviewed the proposals. The following selection criteria was
used by the selection committee to evaluate the proposals:

D) Schedule and References
In accordance with the above listed selection criteria, the proposals were ranked as follows:
1. Pacific Advanced Civil Engineering, Inc.
2. Richard Brady Engineering.
Pacific Advanced Civil Engineering's proposal was well written, responded directly to the RFP
requirements, and indicated a solid ability to perform the scope of work. Additionally, they
proposed a cost effective and efficient phased implementation approach that would incorporate
existing legacy equipment that can be reused in the interim and replaced overtime with new
hardware and software supporting the City's existing operational monitoring. This approach

provides significant improvements in reliability, data analysis, control, and operational
efficiencies, while controlling costs.
Pacific Advanced Civil Engineering, Inc. has qualified technical and support personnel with over
20 years of experience. They also have extensive knowledge in SCADA systems and have
worked on several other projects for neighboring agencies over the past ten years. These facts
provide sufficient justification to award a contract to Pacific Advanced Civil Engineering, Inc.
Therefore, staff is recommending award of the contract to Pacific Advanced Civil Engineering,
Inc. in the amount of $61,518.
