7. DISCUSSION and BACKGROUND
Background
Plaza Park is a small passive community park that serves as a center piece and focal point for the City of
Orange. The Plaza and surrounding adjacent streets are closed down several times a year for city -wide
special events including our annual Tree Lighting program, Treats in the Streets and the International
Street Fair, just to name a few. The existing electrical system is old, antiquated and has been in need of
ongoing modifications and upgrades. Recognizing this need for upgrades the City hired an engineering
electrical design group several years ago to provide plans so that we could begin to improve the
electrical system in a phased approach as budgets permitted. These recommended modifications are part
of the overall plan to rehabilitate and improve the electrical system for the Plaza and adjacent streets.
Discussion
The modifications and improvements of this phase will include the installation of two side - mounted
stainless steel power panels /timers onto two of the existing electrical pedestals within the Plaza and
provide for the installation of additional outlets within an existing planter located in the north east
quadrant. Additional work includes the installation of new circuitry, conduits and wiring per approved
plan. These improvements will increase the City's ability to control event related displays with added
electrical timers and expand our capabilities for electrical power sources with additional points of
connection. In other words, we will no longer have to cross our fingers that the holiday tree will light
after our... 3 2 1 countdown.
The Community Services Department contacted three qualified electrical contractors who have a history
and track record of providing quality work within the City of Orange. Work was bid per approved plans,
specifications and details. The Community Services Department has selected Magnetic Electric Inc. as
the lowest responsible bidder to complete this work. Once the agreement has been executed the
contractor will commence work on this project on or about July 14 2014 and said work will be
completed in approximately 15 working days.
The amount of the bid received from Magnetic Electric Inc. is $15,500.00. The agreement provides for a
contingency amount of 10% ($1,550.00) for a total contract amount of $17,050.00. This contingency
amount of 10 % will only be used in the event of unforeseen conditions and circumstances that may arise
during the course of this job.
