1. SUBJECT
Agreement between the City of Orange and The Firm of Sharkey and Sharkey to provide
forensic consulting services for the Police Department through June 30, 2015.
2. SUMMARY
The Police Department's Forensic Services Supervisor position has remained vacant due to a
retirement. This position provides vital services to the Police Department. The Firm of Sharkey
and Sharkey has agreed to provide these services at a cost of $64,000 through June 30, 2015.
3. RECOMMENDATION / ACTION
1. Approve the Consultant Services Agreement between the City of Orange and The Firm of
Sharkey and Sharkey in an amount not to exceed $64,000 and authorize the Mayor and City
Clerk to execute on behalf of the City.
2. Approve appropriation transfer of $64,000 from 100.4034.50002 (Lab /Property Regular
Salaries Miscellaneous) to 100.4034.51670 (Lab /Property Other Professional and Consulting
Services)

After appropriation transfer, sufficient funds in the amount of $64,000 will be available in
100.4034.51670 (Lab /Property Other Professional and Consulting Services)

6. GENERAL PLAN IMPLEMENTATION
Public Safety Goal 6.0 Provide public safety services of the highest quality.
Policy 6.1: Provide the Police Department with adequate personnel, equipment and state -of the
art- technology to effectively combat crime, meet existing and projected service demands, and
provide crime prevention programs. These resources should be provided prior to anticipated
needs.
7. DISCUSSION and BACKGROUND
The Firm of Sharkey and Sharkey will provide forensic consulting services that include
fingerprint and crime scene analysis, court testimony, and other forensic analysis as needed. The
Forensic Services Supervisor position has remained vacant due to a retirement. This position
provides vital services to the Police Department. Many crimes are only solved through latent
fingerprint and DNA evidence. With no one to process evidence, we have to rely upon other
resources such as the Orange County Crime Lab. While the County can provide these services,
they have to be responsive to every other agency that utilizes their services. This means there is
often a delay in the processing of evidence that can range from weeks to a month or more. With
our own person processing evidence, we can many times identify possible suspects in a matter of
days or even hours. Any delay in processing evidence means that suspects that might otherwise
be identified are free to continue their criminal activity in the City. It is still the Department's
intention to fill this position with a full -time employee. The hiring process has been delayed due
to the demands of filling police officer positions. Because this position requires a unique skill
set and qualifications, an extended recruitment is anticipated to locate an appropriate fit for the
Department. In the interim, the best option is to enter a contract with the Firm of Sharkey and
Sharkey. The cost of this service through June 30, 2015 is $64,000.
