SUBJECT Joint Participation Agreement between the City of Orange and the City of Anaheim for median fence installation improvements on Katella Avenue between Douglas Road and easterly end of the Katella Avenue Bridge. 2. SUMMARY The proposed City Council action will approve the attached Joint Participation Agreement to reimburse the City of Anaheim for a portion of median fence installation within the City of Orange. 1 3. RECOMMENDED ACTION Approve the Joint Participation Agreement for $91,352.00 and authorize the Mayor and City Clerk to execute on behalf of the City. 4. FISCAL IMPACT Funds are budgeted in the Capital Improvement Program and are available in the following account: 263.5011.56330.13120 (Pavement Management Program) $91,352.00 5. STRATEGIC PLAN GO 1 b. GENERAL PLAN IMPLEMENTATION Circulation & Mobility Element Goal 1.0: Provide a safe, efficient, and comprehensive circulation system that serves local needs, meets forecasted demands, and sustain quality of life in neighborhoods. Policy 1.2: Identify key intersections and streets with historical or projected traffic congestion problems and apply creative traffic management measures to improve overall circulation. 7. DISCUSSION and BACKGROUND The City of Anaheim has taken the lead for the design and installation of a median fence on Katella Avenue between Douglas Road and the easterly end of the Katella Avenue Bridge. A portion of Katella Avenue where the fence will be installed is located within the boundaries of the city of Orange. The City of Anaheim drafted a joint participation agreement with Orange, which has been reviewed and approved as to form by Orange City Attorney. Council approval of this agreement will allow Public Works staff to work with the City of Anaheim on this mutually beneficial project. The estimated Orange share of the costs is $91,352.00; however final payment will be based on actual quantities and unit prices for work within the boundaries of Orange. City of Anaheim anticipates beginning this fence installation in August and be completed in 30 calendar days. 8.
