1. SUBJECT
A first amendment to an existing consultant services agreement with HR Green California, Inc.,
a private consultant firm, to provide an interim Chief Building Official to advise and provide
leadership to the Building Division of the Community Development Department.
2. SUMMARY
With the vacancy of the position of Chief Building Official in the Community Development
Department, the City contracted with a private consulting firm to provide the services of an
interim Chief Building Official. This proposed amendment extends the Agreement for several
more months to allow for the completion of the recruitment process.
3. RECOMMENDATION
Approve and authorize the Mayor and City Clerk to execute an amendment to an existing
professional service contract with HR Green California, Inc., not to exceed an additional
$60,000, for a total contract amount of $90,000.
4. FISCAL IMPACT
Funds in the amount of $20,000 are currently available in FY 13 -14 in the following account of
the Building Division's budget: 100.6033.51780.00000 — Other Contractual Services and with
the adoption of the Fiscal Year 2015 budget, additional funds in the amount of $40,000.00 will
be available.

6. GENERAL PLAN IMPLEMENTATION

Goal 3.0: Encourage economic development efforts through outreach and maintenance of a
proactive business environment.
7. DISCUSSION and BACKGROUND
There continues to be a need to utilize the services of HR Green California, Inc. to provide an
Interim Chief Building Official to advise and provide leadership to the Building Division of the
Community Development Department. The scope of work for the Interim Building official will
include building plan reviews, public counter services, building inspections and code compliance
operations, provide advice /recommendations and actively participate in day -to -day activities.
The funds for this first amendment are from salary savings within the Community Development
Department and developer paid fees for plan check services.
