1. SUBJECT
Resolution No. 10795 — A Resolution of the City Council of the City of Orange amending the
Master Schedule of Fees and Charges to adjust Emergency Medical Services and Ground
Ambulance Transportation Rates.
2. SUMMARY
Emergency Medical Service (EMS) Advanced Life Support (ALS) and Basic Life Support (BLS)
fees have not been raised since 2003. In order to capture a portion of the cost difference between
current fees versus actual costs, Council approved new fees at the Council meeting on May 13,
2014 that are in line with those charged by other agencies in Orange County.
Emergency Ground Ambulance Transportation rates for Orange have been kept consistent with
those approved by the Orange County Board of Supervisors. The proposed rates reflect a 1.1%
increase. Staff recommends City Council take similar action approving rates for the City of
Orange effective July 1, 2014.
Neither fee increase will affect a resident who subscribes to the voluntary Paramedic
Subscription Program ($48 /year).

4. FISCAL IMPACT
The EMS ALS and BLS Fee changes will result in an approximate increase of $400,000 in
additional revenue to the General Fund.
The ground ambulance transportation rate changes will result in an approximate increase of
$52,312 in additional revenue to the Emergency Transport Program Fund (125), of which 40%
has been the historical mean average collected.

7. DISCUSSION and BACKGROUND
On May 13, 2014 the City Council of the City of Orange approved an increase in the Emergency
Medical Services ALS and BLS fees for the first time since 2003. The increase in ALS and BLS
fees allows the City to capture a portion of the cost difference between current fees versus actual
costs, but still leaves a large subsidy required by the General Fund.
While ALS /BLS fees are set in the City's fee schedule, other charges relative to emergency
ground ambulance transportation are determined by a resolution set forth by the Board of
Supervisors. New rates for this fee have been proposed and will go to the Board of Supervisor
for approval. The City of Orange needs to update its Master Schedule of Fees and Charges to
reflect the rates that will now be charged to users of the emergency transportation services
provided by the Orange City Fire Department.
The rate schedule proposed to the Orange County Board of Supervisors for emergency
transportation services reflects a 1.1% increase from FY 2013 -2014:

Based upon the number of emergency transports performed in FY 2012 -2013, the proposed
ground ambulance transportation rate changes should result in an increase of approximately
$52,312 in charges billed annually and $400,000 in additional revenue from the ALS and BLS
fees for a total of $452,312. Of this new revenue, 40% has been the historical mean average
collected.

RESOLUTION NO. 10795
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE AMENDING THE MASTER
SCHEDULE OF FEES AND CHARGES TO ADJUST
EMERGENCY MEDICAL SERVICES AND
GROUND AMBULANCE TRANSPORTATION
RATES.
WHEREAS, pursuant to Chapter 3.10 of the Orange Municipal Code, the City Council
has established and maintained a Master Schedule of Fees and Charges, consisting of fees and
charges for services provided by the City to persons using such services; and
WHEREAS, in accordance with Chapter 3.10 of the Orange Municipal Code, the
Master Schedule of Fees and Charges has been periodically amended and revised from time to
time by the City Council, the last time being October 8, 2013, when Resolution No. 10736 was
adopted by the City Council; and
WHEREAS, the City Council hereby finds and determines that the Master Schedule of
Fees and Charges should be amended, in part, in order to reflect the true cost of services
provided by the City in connection with emergency medical services and ground ambulance
transportation services and to conform to the same rate structure recently proposed to the Board
of Supervisors of the County of Orange.
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Orange
as follows:
1. The foregoing recitals are true and correct.
2. The Master Schedule of Fees and Charges is hereby amended and Attachment A
to this Resolution is hereby adopted, modifying the Master Schedule of Fees and Charges to
provide for the inclusion of the amounts of the various fees for Advanced Life Support (ALS)
and Basic Life Support (BLS) care and emergency ground ambulance transportation services
chargeable by the City of Orange, as more particularly described in Attachment A .
3. The City Council finds that the fees set forth in Attachment A do not exceed the
reasonable costs of services provided by the City in connection with the provision of ALS care,
BLS care and emergency ground ambulance transportation services.
4. The fees listed in Attachment A shall be effective as of and including July 1,
2014.
5. If the fees set forth in this Resolution or the application thereof to any person or
circumstance is held to be unconstitutional or otherwise invalid by any court of competent
jurisdiction, such invalidity shall not affect any other fee, charge, or rate, or application thereof,
