A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE
EXPRESSING APPRECIATION TO RICHARD K. JACOBS AND
COMMENDING HIM FOR 14 YEARS OF LOYAL AND DEDICATED SERVICE.
WHEREAS, Rich Jacobs graduated from Northern Illinois University with a Bachelor of Science
degree in Accounting, and from Lewis University with an MBA in Business Administration. He further earned
a luris Doctorate Degree from California Southern Law School.
WHEREAS, He joined the City of Orange in July of 2000 as Assistant Finance Director, and was
promoted to Finance Director In September of 2004. His government career, however, began in the City of
Hemet, where he worked for 14 years as Accounting Manager, Interim Finance Manager, and later as
Finance Manager.
WHEREAS, Rich hails from the Chicago area, where he married DawnEllen, his high school
sweetheart, almost 36 years ago. They have a son and a daughter, Adam and Kim, both of whom are
educators. Each member of Rich's family, in fact, is involved in teaching--Rich himself was once an adjunct
professor of Public Finance in the MPA Program at California Baptist University.
WHEREAS, Rich started playing the trombone in the third grade, and he plays an instrument called
the baritone as well. He frequently plays with a band at numerous events throughout the year for his
church and other organizations, and is especially drawn to Big Band music. On a recent vacation, his band
provided entertainment on a cruise ship to Grand Turk Island in the Caribbean for a Couples Christian
Retreat.
WHEREAS, Rich provided key leadership during the implementation of several projects for the City:
the Orange Public Library and History Center, the Grijalva Sports Park, and the Del Rio Community and
Sports Park. He also led the challenging transition to the current EDEN financial software program which
links departments throughout the City.
WHEREAS, During his retirement, Rich plans to pursue the legal field more in-depth, and in his spare
time will do some international travel with his wife. It is rumored that he will expand his retirement with
the Stella Rosa Wine Company and design a few more buildings on his property as he outgrows his guest
house and state-of-the-art garage/hobby room.
WHEREAS, Rich led his Finance staff through many potluck luncheons, Game Weeks, employee
picnics, celebratory and other events, with a strong emphasis on employee morale and appreciation. Aside
from his in-depth knowledge of the City's financial operations, Rich's contagious laughter and sense of
humor will be missed. He will be fondly remembered by his colleagues and is awarded an Honorary Pass to
all future Game Week celebrations.
NOW, THEREFORE, I, Teresa E. Smith, Mayor of the City of Orange, on behalf of the entire City
Council, do hereby commend Rich Jacobs for his 14 years of distinguished and honorable service to the
Orange Finance Department and citizens of the City of Orange.

ACTION: Approved a one-year time extension.
3.39 Second Extension of HOME Investment Partnerships Funding Commitment for
Santa Ines Senior Villas. (C2500.G.1.9)
ACTION: Authorized the City Manager to execute a letter extending the commitment
of HOME funds for the Santa Ines Senior Villas to July 12, 2015, in the amount of
$928,387.00.
