1. SUBJECT
Award of Contract, Bid No. 134 -23; S -234; Hart Park & Stacey Lee Lane Lift Station
Rehabilitation.
2. SUMMARY
Bids for Hart Park & Stacey Lee Lane Lift Station Rehabilitation were received and opened on
April 17, 2014. Ten (10) bidders responded to the Notice Inviting Bids. The apparent low
bidder is Tamang Electric, Inc. of Chino, CA for $236,880.00.
3. RECOMMENDED ACTION
1. Appropriate $116,370 from Fund 220 to project account 220.5022.56510.20186.
2. Award the Contract in the amount of $236,880.00 to Tamang Electric, Inc., and authorize
the Mayor and City Clerk to execute the Contract on behalf of the City.
4. FISCAL IMPACT
With approval of the appropriation, funds will be available in the following account:
220.5022.56510.20186 Sewer Lift Station $295,865.00

6. DISCUSSION and BACKGROUND
The City Council approved advertisement for bids on March 11, 2014. The bid solicitation was
advertised on March 13, 2014 for a period of two weeks with bids being opened on April 17,
2014. Ten bids were received as follows:

The City operates two wastewater lift stations. One is located near the intersection of Stacey Lee
Lane and Santiago Boulevard. The other is located within the street right -of -way on River
Avenue near Hart Park. While the lift stations are operational, they are aged and require
extensive periodic maintenance and repairs. The Stacey Lee Lane Lift Station was installed in
1978 and the Hart Park Lift Station was installed in 1974. To ensure continuous operations at
each of the lift stations, major system components (e.g. pumps, controllers, and wiring) require
replacement.
In accord with a 1979 agreement with the developer of the condominium complex at 700 E.
Lake, the City owns and operates the sewer lift station for this development and for Hart Park.
The agreement identifies areas of responsibility for both the City and the Morningside
Condominium Association (MCA). MCA is obligated to reimburse the City for maintenance and
repair cost. This project will provide repairs to the aging sewer lift station along with providing
upgrades that the City desires. Staff is negotiating with the MCA for MCA's reimbursement to
the City for its $116,370 fair share of this capital improvement cost. Due to the age of the
facility, the extensive repair history, and the potential failure of the pump station that could cause
a sewer spill into the Hart Park parking lot, staff is recommending the City provide the necessary
funding for this project while the details of the reimbursement agreement with MCA are
finalized. This will allow the City to begin the rehabilitation project for both lift stations in a
timely manner and reduce the potential for lift station failure.
The improvements will include replacement of the existing pumps, valves, piping, panels,
conduit and wiring. It will also involve the reconstruction of the concrete manhole structure at
Hart Park. New SCADA communication systems will be provided and a portable generator
receptacle will be added. Construction may result in the interruption of access to and from Hart
Park at River Avenue entrance but work will not impact the main entrances to the park.
Construction at Stacey Lee Lane station may result in brief impacts to the neighboring residents
but full access will be maintained at all times. The construction is scheduled to begin in July
2014 and be completed in one hundred (100) calendar days.
