1. SUBJECT
General Plan Annual Progress Report to the State of California.
2. SUMMARY
California Government Code Section 65400 requires that cities submit an annual report on the
status of their General Plan and progress in its implementation to the Governor's Office of
Planning and Research and Department of Housing and Community Development by April 1 of
each year.
3. RECOMMENDATION
Receive and file 2013 General Plan Annual Progress Report for submittal to the State by
Planning Division staff.

6. GENERAL PLAN IMPLEMENTATION
The item provides a review of overall General Plan implementation during calendar year 2013.

7. DISCUSSION and BACKGROUND
California Government Code Section 65400 requires that cities submit an annual report on the
status of their General Plan and progress in its implementation to the Governor's Office of
Planning and Research and Department of Housing and Community Development. Prior to
submittal to the state, the annual report must be presented to the City Council for review and
acceptance. As a procedural matter, staff took the annual report to the Planning Commission for
receipt and acceptance prior to the Council given the role of the Commission as one of the
"keepers" of the General Plan.
Over the course of 2013, the City continued to make progress on a number of General Plan
implementation items including:
• Rezoning of Old Towne Residential Quadrants and Eckhoff /Orangewood area to
establish General Plan/Zoning Consistency.
• Adoption of the Transitional and Supportive Housing Ordinance.
• Ongoing Water Line Replacement in Old Towne.
• Critical Intersection improvements.
• Pedestrian safety improvements.
• Storm drain facility inspection and maintenance.
Additionally, a number of Capital Improvement Program projects and private development
projects have addressed certain Implementation Programs of the General Plan.
A detailed presentation of the City's General Plan implementation efforts is provided in
Attachment 1.
