1. SUBJECT
Third Amendment to Agreement for Sewer Line Cleaning, Video Inspection and Emergency
Response Services.
1 2. SUMMARY
The Public Works Maintenance Division currently has a contract (Agreement No. 5788) with
Innerline Engineering, Inc. for the sewer main line cleaning, video inspection and emergency
response services throughout the City. The original term of the contract was one year, with the
option to exercise contract renewals up to three additional years. The original contract was
executed in Fiscal Year 2011 -2012, a first extension was executed in Fiscal Year 2012 -2013, and
a second extension was executed in Fiscal Year 2013 -2014. Staff is recommending the third and
final extension of the contract for Fiscal Year 2D14 -2015.
3. RECOMMENDED ACTION
Approve Third Amendment to the Agreement for the Sewer Line Cleaning, Video Inspection and
Emergency Response Services in a not to exceed amount of $250,000.00 and authorize the
Mayor and City Clerk to execute on behalf of the City.
4. FISCAL IMPACT
With the adoption of FY 14 -15 budget, funds are budgeted and will be available in the following
accounts:

6. GENERAL PLAN IMPLEMENTAITON
Infrastructure Goal I.O Ensure water, sewer, and storm drain systems that meet the needs of
residents and businesses.
Policy 1.1: Provide sufficient levels of water, sewer, and storm drain service throughout the
community.
Policy 1.5: Investigate and carry out cost - effective methods to reduce storm water infiltration
into the sewer system.
Implementation Plan: Program II -6 — Correct Sewer System Deficiencies
7. DISCUSSIONS and BACKGROUND
The City's Sanitary Sewer Management Plan requires routine cleaning and video inspection of
the City's approximately 312 miles of sewer line in order to mitigate sewer spills and to stay in
compliance with the State Water Resources Control Board (SWQCB) Order No. 2006-0003 -
DWQ entitled Statewide General Waste Discharge Requirements for Sanitary Sewer Systems. In
addition, the data gathered during video inspection of the sewer lines is used to identify
infrastructure deficiencies and plan for CIP projects.
In order to keep up with the over 312 miles of sewer lines and approximately 7,045 sewer
manholes, the City has been using Innerline Engineering, Inc. to conduct some of the required
sewer line cleaning and video inspection. The original contract, Agreement No. 5788, includes
three (3) one -year renewal options. The original contract was executed in Fiscal Year 2011-
2012, a first extension was executed in Fiscal Year 2012 -2013, and a second extension was
executed in Fiscal Year 2013 -2014. Staff is recommending the approval of the third and final
extension of the sewer line cleaning, video inspection and emergency response services contract
for Fiscal Year 2014 -2015 based on satisfactory performance and contract compliance of
Innerline Engineering Inc. over the past year. There will be a CPI inflation adjustment for the
upcoming extension of the contract of 1.4 %.
