1. SUBJECT
Purchase one (1) set of Holmatro Hydraulic Rescue Tools for the new "Quint" fire apparatus that
was recently delivered to the City of Orange.

This is a request that the City Council authorize the purchase of one (1) set of Holmatro
Hydraulic Rescue Tools for a total of $41,052.96 from a sole- source vendor: Fire Service
Specification & Supply (FS3).
3. RECOMMENDED ACTION
It is recommended that the City Council authorize the purchase of one (1) set of Holmatro
Hydraulic Rescue Tools for a total of $41,052.96 from a sole - source vendor: Fire Service
Specification & Supply (FS3).
4. FISCAL IMPACT
Funds are budgeted and available to cover the cost of the Holmatro Rescue Tools as follows:
720.5023.55212.00000 Vehicle Replacement Fund $41,052.96

Policy 6.7: Maintain and update the City's Multi - Hazard Functional Plan as needed, and ensure
ongoing consistency between the General Plan and the Multi- Hazard Functional Plan and Fire
Department Strategic Deployment Plan.
7. DISCUSSION and BACKGROUND
Since 1999, the Orange City Fire Department has utilized the Holmatro System Rescue
Tools to extricate and disentangle trapped victims involved in traffic collisions. The
Holmatro Rescue Equipment was chosen by the Fire Department because of their unique
safety systems, cutting strengths, and economically competitive pricing. Holmatro
Rescue Equipment deploys a patented "Core Technology" which allows the hydraulic
pump to provide pressures in excess of 10,000 psi to the "Jaws of Life" and other
extrication tools. The original Holmatro equipment that was purchased in 1999 is still in
excellent working condition and is in service on other fire apparatus in the City.
Fire Service Specification and Supply (FS3) is the Sole Authorized Sales and Service
Dealer for the State of California. The Fire Department has purchased Holmatro Tools
from FS3 since the original purchase is 1999. In addition, FS3 performs all repairs and
annual service on the Fire Department's existing Holmatro equipment.
