SUBJECT Bid No. 145 -01; Asphalt Replacement at Various Locations for Fiscal Year 2014 -2015; Approval of specifications and authorization to advertise for bids. 2. SUMMARY Specifications have been completed for the Asphalt Replacement at Various Locations for FY 2014 -2015. This project is ready to be advertised for bids. The initial one year cost estimate is $650,000.00. 3. RECOMMENDED ACTION Approve Specifications and authorize advertising for bids for the Asphalt Replacement at Various Locations for Fiscal Year 2014 -2015. 4. ITEM 6/10/14 1 6. GENERAL PLAN IMPLEMENTATION Infrastructure Element Goal 6.0: Ensure water, sewer, and storm drain systems that meet the needs of residents and businesses. Policy 1.1: Provide sufficient levels of water, sewer, and storm drain service throughout the community. Economic Development Element Goal 6.0: Provide sufficient infrastructure to support anticipated economic development and growth. Policy 6.1: Provide public improvements to support commercial, industrial and institutional uses. 7. DISCUSSION and BACKGROUND Throughout the year, the Water Division conducts emergency and routine repairs of existing infrastructure within the City right -of -way. Often, these repairs result in the removal of asphalt concrete on City streets. Once necessary repairs have been made to the underground water infrastructure, temporary asphalt concrete is placed so that the street can be used without extended delays. The location of the water infrastructure repairs are throughout the City and are the result of unpredictable circumstances such as water line breaks. To obtain a cost savings with economy -of- scale, several asphalt concrete repair areas are packaged together to be completed. The cost to repair individual asphalt concrete patches separately is expensive due to the fact that only a limited amount of asphalt is needed for each location. Over the past several years, approximately 2,000 tons of asphalt concrete has been used in a fiscal year. Work items will include traffic control, removal of temporary asphalt concrete, saw cutting and grinding, paving and overlay, slurry seal, and adjustment of utility valves and covers to grade. The scope of work includes all labor, equipment, and materials necessary to repair the asphalt concrete patches on an "as needed" basis. The initial one year cost estimate is $650,000.00. The term of the contract is for one year with an option to renew the contract annually up to a total of three (3) more years. If the City is satisfied with the level of service and performance of the contractor, the City can choose to extend the contract with either a 2% increase or an increase equal to the Consumer Price Index (CPI), whichever is less. 8.
