SUBJECT Bid No. 145 -02; Annual Pipeline Renewal Project (W -671). Approval of plans and specification and authorization to advertise for bids. 2. SUMMARY Plans and specifications have been completed for the Annual Pipeline Renewal Project. This project is ready to be advertised for bids. The preliminary cost estimate is $1,800,000.00. 3. RECOMMENDED ACTION Approve plans and specifications and authorize advertising for bids for the construction of the Annual Pipeline Renewal Project (W -671). 4. GENERAL PLAN IMPLEMENTATION Infrastructure Element Goal 6.0: Ensure water, sewer, and storm drain systems that meet the needs of residents and businesses. Policy 1.1: Provide sufficient levels of water, sewer, and storm drain service throughout the community. Economic Development Element Goal 6.0: Provide sufficient infrastructure to support anticipated economic development and growth. Policy 6.1: Provide public improvements to support commercial, industrial and institutional uses. 7. DISCUSSION and BACKGROUND Existing water mains in Robinhood Place, Sacramento Avenue, Grove Ave., Brentford Ave., Breckenridge St., Diamond St., Agate St., Mori Ln., Cloverdale Ave., Opal Ave., Topaz St., Coral Ave., and Onyx Avenue, are all scheduled to be replaced as part of the Annual Pipeline Renewal Project. These water mains were constructed in the early 1960's and 70's, are aging due to hot, corrosive soil, are undersized per current standards, and are requiring more maintenance. Some segments of the existing water mains in this area were identified in the Water Master Plan for replacement and are recommend to be brought up to current water pipeline standards to better facilitate current fire flow standards. Plans and Specifications have been prepared by water engineering staff and a consultant to replace the existing cast iron water mains with current industry standard PVC pipe (C900) due to high corrosive soils in the area. The new water mains will provide a more reliable water service and fire protection to the residents in the area. The scope of work, in general, consists of utility potholing, installation of approximately 9,800 linear feet of 8" and 6" C900, new water meters, lateral services, fire hydrants, valves, fittings and other appurtenances in accordance with current water standards. The engineering estimate for construction costs for this project is $1,800,000. Construction is anticipated to begin in Fall 2014 and to be completed in Spring 2015.
