1. SUBJECT
Accept a $221,325 grant from the Federal Bridge Preventive Maintenance Program to the
Structural Evaluation of City Bridges Project (CIP 413816) to cover project costs.
2. SUMMARY
In Fiscal Year 2013 -2014 $221,325 has been granted by the Federal Bridge Preventive
Maintenance Program (BPMP) to the city to begin preliminary engineering for maintenance
remedies on eight city bridges. This grant will ensure the City has adequate funding to cover
upcoming project design and environmental studies costs.
3. RECOMMENDED ACTION
1. Accept a $221,325 grant from BPMP into revenue account number 550.5011.45150.13816.
2. Appropriate the $221,325 into expenditure account number 550.5011.56670.13816 (BPMP -
Structural Evaluation of City Bridges).
3. Appropriate $8,675 from the Gas Tax unreserved fund balance (Fund 272) to account
number 272.5011.56670.13816 (Gas Tax — Structural Evaluation of City Bridges).
4. FISCAL IMPACT
Upon appropriation, funds will be available in the following accounts:

272.5011.56670.13816 (Gas Tax — Structural Evaluation of City Bridges) $ 28,675

7. DISCUSSION and BACKGROUND
The City owns and maintains fourteen bridges that cross the Santa Ana River, Santiago Creek
Channel, or Collins Channel. These City bridges are listed on the National Bridge Inventory and
therefore they get inspected by Caltrans on a biannual basis. During the inspection performed by
Caltrans in 2011, it was noted that eight of the fourteen bridges required certain maintenance
efforts ranging from fixing minor concrete spalls and cracks to cleaning and sealing the bridge
decks with Methacrylate.
The eight bridges requiring maintenance work are located as follows:
1) Tustin Street Bridge over Santa Ana River
2) Memory Lane Bridge over Santa Ana River
3) Katella Avenue Bridge over Santa Ana River
4) Orangewood Avenue Bridge over Santa Ana River
5) Taft Avenue Bridge over Santa Ana River
6) Chapman Avenue Bridge over Santa Ana River
7) Chapman Avenue Bridge over Santiago Creek Channel
8) Glassell St Bridge over Santiago Creek Channel
Public Works applied for funding from the Federal Bridge Preventive Maintenance Program
(BPMP) and was successful in obtaining a $221,325 grant. This payment is for environmental
studies and engineering services to prepare plans for mitigating maintenance issues on the
bridges above. More funds (about $660,500) were approved but will be awarded to the City for
the actual maintenance efforts in fiscal year 2015 -16. This generous grant pays for 88.53% of all
environmental, engineering, and construction costs and therefore will only require 11.47% city
match which is available in the gas tax fund.
This appropriation will allow staff to hire an environmental consultant to perform required
studies and a bridge consultant to prepare plans for bidding the appropriate maintenance work.
