Approve renewal of contract with HdL Coren & Cone (HdL) for Property Tax
Consulting/Audit Services.
2. SUMMARY
The City's Property Tax Consulting /Audit Services contract expires on June 30, 2014. Staff is
recommending the City renew its relationship with HdL for Property Tax Consulting/Audit
Services through June 30, 2019, and unless a notice of termination is given on the fourth
anniversary date, shall be automatically extended from year to year until and such notice shall be
given.
3. RECOMMENDATION /ACTION
Approve the Agreement for Property Tax Consulting /Audit Services between the City of Orange
and HdL and authorize the Mayor and the City Clerk to execute the agreement on behalf of the
City.
4. FISCAL IMPACT
Funds are available for Property Tax Consulting /Audit in account 100 - 0000 -51670 (Other
Professional and Consulting Services).

7. DISCUSSION and BACKGROUND
In 2009, the City renewed its contract with HdL for Property Tax Consulting/Audit Services.
This contract expires on June 30, 2014. During the past years, HdL has provided exceptional
service to the City. HdL has agreed to charge a fixed annual fee of $17,130 for the first 3 years
of the new contract. The fee will be adjusted in the 4 th year of the contract by the California
Consumer Price Index (CCPI). The revised new fee will be applied to the 4 th and 5 th years of the
contract. If the contract is extended beyond 5 years, the fee will be adjusted by the CCPI
annually. Therefore, staff is recommending their contract for an additional five -year period with
an automatic extension from year to year unless a notice of termination is given.
The City Attorney's office has reviewed and approved the contract.
