SUMMARY This Contract is to provide demolition of two existing timber retaining walls and installation of a sump and underground drainage improvements, construction of concrete steps and paving, and new block/masonry retaining walls. 3. RECOMMENDED ACTION Approve Contract and authorize the Mayor and City Clerk to execute on behalf of the City. 4. FISCAL IMPACT Funds are available to cover the cost of the agreement as follows: 100.7022.51700.00000 (Contractual Services) $43,792.00 5. Policy 5.1 Maintain existing City parks at levels that provide maximum recreational benefit to City residents. 7. DISCUSSION and BACKGROUND Background El Modena Park is the home of a regulation size baseball field that facilitates a very active year round mix of youth and high school programs. Also included with this baseball field usage are families and members of the community who enjoy watching the ball games from bleacher and turf/berm areas that are adjacent to the playing field. The bleacher and seating area of the park is carved into an elevated landscape which is held back in some areas by old, outdated and rotting wood /timber retaining walls. Lack of drainage and poor construction methods have caused these retaining walls to slant and list to the downward side of the slopes that they are meant to retain. Because of the declining condition of the retaining walls and high usage and popularity of this baseball facility, it has become necessary to provide a renovation that will ensure a safe and positive experience for our park athletes and patrons. Discussion The Community Services Department sent out a public /formal bid request for this work based on approved engineered plans and specifications. Bids were received on March 20, 2014 from five qualified contractors. The Community Services Department has selected J &S Construction as the lowest qualified responsible bidder to complete the work. The work will include demolition of two existing timber retaining walls behind the backstop of the baseball field; installation of a sump and underground drainage improvements between the walls and backstop; construction of concrete steps and paving; and new block/masonry retaining walls to replace the timber walls being removed. The amount of the bid received from J &S Construction is $38,080.00. The Contract provides for a contingency amount of up to 15% ($5,712.00) for a total contract amount of $43,792.00. This contingency amount will only be utilized in the event of unforeseen circumstances that may arise during construction. At the February 11, 2014 meeting the City Council authorized an appropriation from the El Modena Park Facility - Cell Tower Fee (512 Fund) unreserved fund balance to the general fund to cover the cost of this work.
