A second amendment to an existing consultant services agreement with Chattel, Inc., a private
planning consultant firm, to provide for Historic Preservation customer service inquiries, cases,
research and programs.
2. SUMMARY
One of the goals of the Community Development Department is to provide quality professional
planning services. The Planning Division has experienced a significant increase in filing of
planning applications and customer inquiries while there still exists a staffing shortage. One of
the needs has been the use of a professional Historic Preservation consultant during the vacancy
of the Historic Planner position.
3. RECOMMENDATION 77:1
Approve and authorize the Mayor and City Clerk to execute an amendment to an existing
professional service contract with Chattel, Inc., not to exceed an additional $5,000, for a total
contract amount of $65,000.
4. FISCAL IMPACT
Funds in the amount of $5,000 are available in the following account of the Current Planning
Division's budget: 100.6021.51670.00000 — Other Professional and Consulting Services. These
funds are from salary savings based on current vacancies. The cost for the Historic Preservation
consultant will be partially reimbursed by the applicants.

6. GENERAL PLAN IMPLEMENTATION
Cultural Resources & Historic Preservation Element
Goal 1.0: Identify and preserve potential and listed historic resources, including buildings,
structures, objects, sites, districts and archaeological resources citywide.
Policy 1.3: Provide long term assurance that potential and listed historic resources will be used,
maintained and rehabilitated in conformance with Secretary of the Interior's Standards for the
Treatment of Historic Properties with Guidelines for Preserving, Rehabilitating, Restoring and
Preserving Historic Buildings.
7. DISCUSSION and BACKGROUND
The City continues to process ongoing development applications. This consultant provides
Historic Preservation customer service along with entitlement case processing and maintenance
of the Mills Act contracts. Duties have also included the revision of the Old Towne Design
Standards, upkeep of the database of contributing structures, assistance to Code Compliance staff
and comprehensive staff training for the Community Development Department. Attendance at
public meetings, including but not limited to Design Review Committee, Planning Commission
and City Council, have also been required.
The funds for this first amendment in the amount of $5,000 are requested to pay the anticipated
final invoice for Chattel, Inc. The contract planner, Marissa Moshier, has been hired by the City
as a full time employee effective June 2, 2014.
