SUMMARY Due to insufficient water pressure at La Veta Park a new irrigation booster pump will be installed; work will also include a masonry enclosure and other related landscaping tasks. This project is consistent with the City's irrigation efficiency efforts, including the recently installed Calsense Irrigation control system at La Veta Park. 3. RECOMMENDED ACTION Approve Contract and authorize the Mayor and City Clerk to execute on behalf of the City. 4. FISCAL IMPACT Funds are available to cover the cost of the Contract as follows: 511.7021.56015.20184 (Booster Pump Installation at City Parks) $78,388.00 5. GENERAL PLAN IMPLEMENTATION Policy 5.1 Maintain existing City parks at levels that provide maximum recreational benefit to City residents. 7. DISCUSSION and BACKGROUND Background La Veta Park is a moderately sized (1.62 acres) passive community park that was built in the mid 1980's. The City is currently in the process of redesigning the park to incorporate an unused, adjacent one -acre open space on its north and east sides, which will expand the park space to over 2 ' / 2 acres. Often, as a city's population grows and demand on utilities expands, water pressure that was adequate in the design and development of a project, is not sufficient 20 or 30 years later. This is the case with La Veta Park. The existing irrigation system does not have the adequate water pressure needed to efficiently operate valves at the outer edges of the park; a consequence of this is that turf doesn't receive adequate water. This, along with the planned expansion of the open space at the north and east sides requires us to increase the water pressure to the irrigation system and this is accomplished with a booster pump. Discussion The new booster pump will be located above ground and installed on a concrete pad approximately 6'x 5' in size. It is the City's intent to relocate a large existing backflow device with the booster pump into a masonry enclosure to secure and protect these irrigation amenities. It is also our intent to provide a buffer of landscape shrubs around this masonry enclosure to screen it from public view. This has been designed into the park alongside the existing restroom facility so that it will blend with current surroundings and appear pleasing aesthetically. Consistent with the City's efforts to improve efficiencies in the delivery of irrigation water, this new booster pump becomes an integral partnering component to the new Calsense irrigation control system installed earlier this year at La Veta Park. The pump will allow for greater efficiency of the Calsense system by providing the ability to deliver the proper amount of water over a shorter period of time, making it possible to fit watering schedules into limited windows of available time. The Community Services Department sent out a public /formal bid for this work based on approved plans, details and specifications (Bid # 134 -29 La Veta Park Booster Pump Installation). Bids were received on April 29, 2014 from eight qualified contractors. The Community Services Department has selected Fleming Environmental Inc. as the lowest responsible bidder to compete this work. The contractor will commence work on this project on or about June 15, 2014 and said work will be completed in less than 25 working days. The amount of the bid received from Fleming Environmental Inc. is $71,262.00. The Agreement provides for a contingency amount of 10% ($7,126.00) for a total contract amount of $78,388.00. This 2 ITEM 06/10/14 contingency of 10% will only be used in the event of unforeseen conditions and circumstances that may arise during the course of this job. 8.
