SUBJECT ==1 Agreement between the City of Orange and Judicial Data Systems Corporation (JDS) for parking citation procession for the Police Department. 2. SUMMARY JDS processes parking citations and collects fine revenue for citations issued by the Police Department. The proposed Agreement is for the period July 1, 2014 through June 30, 2015. 3. RECOMMENDATION / ACTION Approve the Consultant Services Agreement between the City of Orange and JDS in an amount not to exceed $50,000 and authorize the Mayor and the City Clerk to execute the agreement on behalf of the City. 4. FISCAL IMPACT Funds are budgeted and will be available with the adoption of the FY 15 budget as follows: 100.4041.51670 (Traffic -Other Professional & Consulting Services) $50,000 5. GENERAL PLAN IMPLEMENTATION Public Safety Goal 6.0 Provide public safety services of the highest quality. Policy 6.1: Provide the Police Department with adequate personnel, equipment and state -of the art- technology to effectively combat crime, meet existing and projected service demands, and provide crime prevention programs. These resources should be provided prior to anticipated needs. 7. DISCUSSION and BACKGROUND Judicial Data Systems Corporation ( "JDS ") is a private company which provides for the processing of parking citations issued by the City of Orange. This includes collection of fines, appeal processing, and coordination with DMV for collection of delinquent fines, according to the provisions set forth in California Vehicle Code §40200 — 40230. The City of Orange has contracted with JDS since 1982 for this service. The contract is evaluated on a yearly basis. In FY 11, 27,431 citations, 1,116 reviews, and 135 hearings were processed at a cost of $38,266. In FY 12, 28,884 citations, 1,181 reviews, and 354 hearings were processed at a cost of $40,027. In FY 13, 28,057 citations, 1,226 reviews, and 162 hearings were processed at a cost of $41,000. In FY 14, 31,005 citations, 1224 reviews, and 176 hearings were processed at a cost of $42,667. Although the increased number of citations issued has resulted in modest cost increases over the last three, the citation revenue collected is up approximately $200,000 from fiscal year FY 11. All fines paid to JDS are deposited into a City account and JDS is paid monthly for their services. JDS receives the following compensation for their services: $ 1.15 per citation processed, $ 3.00 per contested citation, $ 5.00 per administrative hearing, regardless of outcome.
