SUBJECT Agreement between the City of Orange and TriTech Software Systems (formerly VisionAIR) for software upgrades and maintenance for the Police Department's computer -aided dispatch and records management system (CAD /RMS). 2. SUMMARY TriTech Software Systems is the vendor for the Police Department's CAD /RMS. The Consultant Services Agreement for software maintenance, for the period July 1, 2014 through June 30, 2015, will provide continued support and upgrade services for these systems. 3. RECOMMENDATION Approve the Consultant Services Agreement between the City of Orange and TriTech Software Systems in the amount of $102,915.78 and authorize the Mayor and the City Clerk to execute the agreement on behalf of the City. 4. FISCAL IMPACT Funds are budgeted and will be available with the adoption of the FY 15 budget as follows: 100.4011.51780 (Administration - Other Contractual Services) $102,915.78 5. GENERAL PLAN IMPLEMENTATION Public Safety Goal 6.0 Provide public safety services of the highest quality. Policy 6.1: Provide the Police Department with adequate personnel, equipment and state -of the art- technology to effectively combat crime, meet existing and projected service demands, and provide crime prevention programs. These resources should be provided prior to anticipated needs. 7. DISCUSSION and BACKGROUND In 1999, the Police Department purchased CAD /RMS software from TriTech Software Systems then known by VisionAIR. Included in the original agreement was an option to purchase annual maintenance renewals. The renewals provide for continued support and upgrade services for these systems vital to the operation of the Department. As TriTech is proprietary software, non - renewal would effectively stop all hot - fixes, product updates and upgrades. Since this likely includes licensing, they could demand a cease and desist use of the product suite. The resulting switch to some other vendor of RMS/ CAD products would be unrealistic and cost - prohibitive. The Department was researching other options for the replacement of the RMS component as reported upon previously. However, as a result of the merger TriTech is working on a solution for field based reporting component to the existing RMS software. The Department is requesting approval to renew the software maintenance for the current CAD and RMS software from TriTech Software Systems. Funds have been budgeted for this purpose. 8.
