1. SUBJECT
Purchase and Installation of a Brocade IP Network Switching Infrastructure for the Police
Department.
2. SUMMARY
The Orange Police Department network infrastructure has reached its end of life. As such, it is
recommended that the City approve the purchase and installation of Brocade network
infrastructure from Sidepath, Inc.
3. RECOMMENDED ACTION
Approve the purchase and installation of Brocade network infrastructure from Sidepath, Inc. in
the amount of $56,467.

7. DISCUSSION and BACKGROUND
The Orange Police Department (OPD) network switching infrastructure has reached its end of
life and its replacement and upgrade was included in the fiscal year 2013 -14 budget. The OPD
has been using switching technology provided by Nortel Networks. The current Nortel switching
solution is no longer supported and it is very difficult to find replacements in the event of a
failure. In addition to the lack of vendor support, the OPD also has a need to support higher
bandwidth data transfers and provide secure network segmentation to facilitate the new voice
over Internet protocol (VoIP) phone system, and wireless network infrastructure for in -car video.
The City's Information Technology department researched and evaluated three top -tier switch
providers: Cisco, Hewlett Packard, and Brocade. Based on factors such as technical
specifications, total cost of ownership, ease of configuration, performance, and reliability, the IT
department is recommending that the Orange Police Department procure and deploy a solution
provided by Brocade.
In assessing the marketplace for Brocade vendors, it was determined that the number of local
vendors authorized to sell and install the Brocade switching devices was limited. After
conducting an informal bid process, Sidepath Inc. ( Sidepath), a preferred partner with Brocade
for this region, provided the best price for procuring and installing the hardware. Sidepath has a
great deal of experience working with the Orange IT department and has a working knowledge of
how the existing infrastructure has been deployed. Their experience and expertise will assist in
providing a smooth transition to the new switching platform and will also shorten the learning
curve for the local IT team. The IT department will work closely with Sidepath engineers to
design a migration plan that will include removing the old switching technology and installing
the new Brocade solution while minimizing the downtime and impact to the Orange Police
Department.
The cost for the proposed project is $56,467, which includes $41,107 for hardware and software,
and $15,360 in professional services. This project was budgeted for $80,000 under the
assumption that we would deploy a costlier Cisco solution. It is recommended that the City
Council approve this purchase of Brocade network infrastructure from Sidepath.
