1. SUBJECT
Purchase Battery Backup Materials for Reservoirs 3, 6, 8 and 9.
F2. SUMMARY
The Water Division is purchasing components for battery backup systems that will provide
uninterrupted power at Reservoirs 3, 6, 8, and 9. Four quotes for materials were requested from
four local vendors with three responding. The lowest responsible responder was One Source
Distributors, Buena Park, CA for $16,195.75. As this request for materials will put the total
purchase of materials from One Source Distributors over $30,000 for the current fiscal year, staff
is requesting Council Approval for this purchase.
3. RECOMMENDED ACTION
Approve purchase of battery backup materials.
4. FISCAL IMPACT
Funds are budgeted and are available to cover the cost as follows:
600.8041.51401.00000 Repairs to Buildings and Fixed Equipment $ 49,741.61

6. GENERAL PLAN IMPLEMENTATION
Infrastructure Element Goal 6.0: Ensure water, sewer, and storm drain systems that meet the
needs of residents and businesses.
Policy 1.1: Provide sufficient levels of water, sewer, and storm drain service throughout the
community.
Economic Development Element Goal 6.0: Provide sufficient infrastructure to support
anticipated economic development and growth.
Policy 6.1: Provide public improvements to support commercial, industrial and institutional uses.
7. DISCUSSION and BACKGROUND
The Water Division is installing battery backup systems in order to provide uninterrupted power
for the electronic controls located at Reservoirs 3, 6, 8 and 9. This will allow continuous
monitoring of the water levels at these sites, in the event of a prolonged power failure. In the
event of a prolonged power failure, the battery backup system will automatically provide
uninterrupted power to the control system located at the site, therebye enabling continual
monitoring of the site from the master control computer at the Water Plant Headquarters. The
battery backups are designed to provide uninterrupted power for 5 -7 days.
Four quotes for just the materials for the battery backups were requested from four local vendors
with three responding.

Graybar Electric $18,575.74
CED- Orange $21,134.48
Curly Wholesale Electric No Response
The lowest responsible responder was One Source Distributors, Buena Park, CA for $16,195.75.
As the inclusion of this purchase will put the total amount of material purchased form One
Source for the current fiscal year well over the $30,000 purchase limit, staff is requesting Council
approval of this proposed purchase.
