SUBJECT Resolution No. 10778 — A Resolution of the City Council of the City of Orange Repealing Resolution No. 10703 and Implementing the Memorandum of Understanding between the City of Orange and the Orange Fire Management Association Concerning Wages, Hours, and Other Conditions of Employment for the period of July 1, 2013 through and including June 30, 2015. 2. SUMMARY Resolution No. 10778 presents the compensation and terms of employment for the Orange Fire Management Association for the period July 1, 2013 through June 30, 2015. 3. RECOMMENDATION 77:71 Approve Resolution No. 10778. 4. FISCAL IMPACT Since Council has already approved the new economic provisions of this Memorandum of Understanding at their March 25, 2014 meeting by adopting a Letter of Understanding between the City and the Association, there is no additional fiscal impact to the budget for adopting this Memorandum of Understanding. 5. DISCUSSION and BACKGROUND In accordance with the Meyers - Milias -Brown Act, the City and the Orange Fire Management Association met and conferred on matters of concern to the City and the employees in the Association. Contract negotiations concluded when the City and the Association reached ITEM 3.a3 1 5/13/2014 agreement on wages, salaries, benefits, and other terms and conditions of employment for the period from July 1, 2013 through June 30, 2015. This new Memorandum of Understanding contains language changes only and incorporates all the economic provisions previously adopted by the Council at their March 25, 2014 meeting. 7. ATTACHMENTS • Resolution 10778 RESOLUTION NO. 10778 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE REPEALING RESOLUTION NO. 10703 AND IMPLEMENTING THE MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF ORANGE AND THE ORANGE FIRE MANAGEMENT ASSOCIATION CONCERNING WAGES, HOURS, AND OTHER CONDITIONS OF EMPLOYMENT FOR THE PERIOD OF JULY 1, 2013 THROUGH AND INCLUDING JUNE 30, 2015 WHEREAS, the City of Orange (hereafter "CITY ") and the Orange City Fire Management Association (hereafter "Association ") have met and conferred in accordance with the requirements of the Meyers - Milias -Brown Act; and WHEREAS, the CITY and the Association have reached agreement on wages, hours, and other conditions of employment for the period of July 1, 2013 through June 30, 2015 and have repealed Resolution No. 10703 and amendments thereto for said employees as more particularly set forth in the Memorandum of Understanding attached thereto; and WHEREAS, on March 25, 2014, the City Council of the City of Orange adopted Resolution No. 10775, a Resolution of the City Council of the City of Orange Establishing a Letter of Understanding between the City of Orange and the Orange Fire Management Association Effective July 1, 2013 through June 30, 2015; and WHEREAS, the City and the Association agreed to incorporate the provisions contained in the Letter of Understanding noted above into a new Memorandum of Understanding once both parties had an opportunity to review and concur on any and all language changes included in the new Memorandum of Understanding NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Orange that the attached Memorandum of Understanding is approved and incorporated by reference as Exhibit "A ", as fully set forth herein.
