SUBJECT Award of Contract: Bid No. 134 -28; Fire Station #4 & #7 Fiber Optic Installation Project (SP- 3865) 2. SUMMARY Bids for Fire Station #4 & #7 Fiber Optic Installation Project were received, and opened on April 10, 2014. Eight (8) bidders responded to the Notice Inviting Bids. The apparent low bidder is Stateside Services of Oxnard, CA in the amount of $32,486.00. 3. RECOMMENDED ACTION Award the contract to Stateside Services of Oxnard, CA in the amount of $32,486.00 and authorize the Mayor to execute and the City Clerk to attest the contract on behalf of the City. 4. FISCAL IMPACT Funds are available in the following account: 790.1601.56330.19640 (Info Tech Upgrades) $1,704,093.00 5. STRATEGIC PLAN GOAL(S) 4c. DISCUSSION and BACKGROUND The Fiber Optic Installation Project at Fire Station No. 4 and No. 7 was advertised using informal bid procedures on March 21, 2014 for a period of three (3) weeks. Bids were received and opened on April 21, 2014. Eight (8) bidders submitted bid proposals as follows: TOTAL BID 1) Stateside Services, Oxnard $ 32,486.00 2) NX Utilities, Orange 39,883.00 3) GA Technical Services, Rancho Cucamonga 47,574.00 4) Crosstown Electrical & Data, Irwindale 48,715.00 5) PTM General Engineering Services, Riverside 56,556.00 6) SECC Corporation, Chino 68,311.00 7) PS Electrical, Hesperia 102,907.17 8) Vantage Utility Services, Upland 112,808.16 Staff has checked the experience of Stateside Services, Inc. of Oxnard. One of the partners of Stateside Services is doing business under a different State of California's license as Derdan Enterprises, and the license has been issued since 2006. In combination, the Responsible Managing Owner of Stateside Services has more than five years experience in completing contracts of a similar nature to this project. Therefore, staff recommends award of the contract to Stateside Services, Inc. of Oxnard. The work to be done includes, but will not be limited to the installation of conduit, pull boxes, splice vaults /splice boxes, splice enclosures, fiber optic cable, fiber optic patch panels, system integration, testing and all the necessary appurtenances to provide a complete communication system from the field elements to Fire Station No. 4 & No. 7 in accordance with Project plans and Special Provisions. The Engineer's estimate of construction cost is $57,500 which includes 15% for contingencies and construction engineering. The proposed project is categorically exempt from the provisions of the 2014 CEQA Guidelines under Article 19. "Categorical Exemptions ", Section 15301 "Existing Facilities ", classifies this project as Class 1 (c) "Existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities ". This categorical exemption applies because the project involves only the installation of fiber optic cable to the existing streets involving negligible or no expansion and does not increase capacity of the streets. The Notice of Exemption has been filed with the County Recorder's Office. The construction is scheduled to begin in June 2014 and be completed within thirty (30) calendar days. 8.
