SUBJECT Award of contract for Bid No. 134 -27, D -167; Vista Ridge Drive Drainage and Street Improvements. 2. SUMMARY The bids for the Vista Ridge Drive Drainage and Street Improvements were received and opened on April 17, 2014. Eight (8') bidders responded to the Notice Inviting Bids. The apparent low bidder is PTM General Engineering Services, Inc., of Riverside, CA for $94,040.00. The Engineer's construction estimate was $82,550.00. 3. RECOMMENDED ACTION Award the contract in the amount of $94,040.00 to PTM General Engineering Services, Inc., and authorize the Mayor and City Clerk to execute the necessary documents on behalf of the City. 4. FISCAL IMPACT Funds are budgeted in the Capital Improvement Program and are available in the following account: 272.5011.56330.13120 (Local Street Maintenance) $ 94,040 5. STRATEGIC PLAN GOAL(S) lb. GENERAL PLAN IMPLEMENTATION Infrastructure Element Goal 1.0: Ensure water, sewer, and storm drain systems that meet the needs of residents and businesses. Policy 1.1: Provide sufficient levels of water, sewer, and storm drain service throughout the community. Policy 3.1: Continue to maintain and repair sidewalks and pavement surfaces on public rights - of -way. 7. DISCUSSION and BACKGROUND The project is the installation of a drainage system within the sidewalk and roadway area of Vista Ridge Drive at the intersections of Vista Valley Road and Vista Crest Road. The work to be done includes, but is not limited to the following: trenching /excavation; removal of sidewalk, cross gutter, curb ramp, and asphalt concrete; installation of 230' of PVC drainage piping and a drain cleanout; reconstruction of sidewalk, cross gutter, curb ramp, and asphalt concrete in disturbed areas; and traffic control. The drainage piping is proposed to capture nuisance water that is constantly keeping the cross gutter wet which is damaging street pavement and requires frequent maintenance. The proposed drainage system will convey nuisance water from one corner of an intersection to the other and ultimately empties into an existing City catch basin and storm drain. All work is within existing street right of way. The bid solicitation was advertised on March 27, 2014 for a period of three weeks, and bids were opened on April 17, 2014. The proposed project is statutorily exempt from the provisions of the California Environmental Quality Act (CEQA) under CEQA Guidelines Section 15282 (k). The CEQA Notice of Exemption will be filed with the County Recorder's Office following Council approval of this item. This section statutorily exempts projects that involve installation of underground pipelines less than one mile in length within public right -of -way. Construction is scheduled to begin in July 2014 and is expected to be completed within twenty one calendar days. 8.
