Award of Contract - Bid No. 134 -21; SP- 3874; FY 2013 -14 Community Development Block
Grant (CDBG) Project — Americans with Disabilities Act (ADA) Wheelchair Access Ramps at
Various Locations.
2. SUM
Bids for ADA Wheelchair Access Ramps at Various Locations, Fiscal Year 2013 -14 were
received and opened on March 27, 2014. Two (2) bidders responded to the Notice Inviting Bids.
The apparent low bidder is Naka Engineering Contractors of Laguna Hills, CA in the amount of
$61,920.00.
3. RECOMMENDED ACTION
Award the contract in the amount of $61,920.00 to Naka Engineering Contractors and authorize
the Mayor and City Clerk to execute the necessary documents on behalf of the City.
4. FISCAL IMPACT
Funds are budgeted and available in the Capital Improvement Program in the following account:
CDBG — ADA Improvements

6. GENERAL PLAN IMPLEMENTATION
Infrastructure Element Goal 3.0 Ensure adequate maintenance of public rights -of -way to
enhance public
safety and improve circulation.
Policy 3.1: Continue to maintain and repair sidewalks and pavement surfaces on public rights -
of -way.
7. DISCUSSION and BACKGROUND
The City Council previously approved advertisement for bids at its March 11, 2014 meeting.
The bid solicitation was advertised on March 12, 2014 for a period of two (2) weeks, and bids
were opened on March 27, 2014. Two (2) bidders submitted proposals as follows:
1) Naka Engineering Contractors $ 61,920.00
2) PTM General Engineering Services, Inc. $ 71,700.00
This project will provide for construction of approximately twelve (12) ADA wheelchair access
ramps at various locations, City -wide. As part of this project, detectable warning surfaces
(truncated domes) will be installed per the American with Disabilities Act Accessibility
Guidelines (ADAAG) requirements.
The City receives CDBG funding from the U.S. Department of Housing and Urban Development
for activities that primarily benefit Low and Moderate Income residents. Construction of ADA
compliant access ramps City -wide qualifies for CDBG funding because the ramps benefit
disabled residents that are considered to be Low Income.
The estimated total cost for this project is $71,208 including 15% contingency and construction
engineering.
Construction is scheduled to begin in mid June 2014, and is expected to be completed within a
month.
