2. SUMMARY
An appropriation from unreserved Fund 510 in the amount of $50,000 to increase the FY 13-
14 dollar amount available for CIP 510.7021.56015.20183 (Cerro Villa, Eisenhower, La Veta
& Shaffer Park Master Plans) and an Agreement with Richard Fisher Associates, Inc for
design services to develop an updated master plan for Eisenhower, La Veta and Shaffer parks
to increase efficiency and add desired park amenities.
3. RECOMMENDED ACTION
• Appropriate $50,000 from unreserved fund balance in Fund 510 (Park Acquisition and
Development) to account 510.7021.56015.20183.
• Approve Agreement and authorize the Mayor and City Clerk to execute on behalf of the
City.

Upon appropriation, funds will be available to cover the cost of master plan design services in

6. GENERAL PLAN IMPLEMENTATION

Maintain existing City parks at levels that provide maximum recreational benefit to City
residents.
7. DISCUSSION and BACKGROUND
Some of the City's older parks are in need of rehabilitation and are not used to their potential due
to outdated amenities and inefficient park layouts. Updated master plans are needed to examine
potential for incorporating additional amenities, refurbishment or replacement of existing
amenities, as well as potential reconfiguration of park layout for expanded uses in the future
when funds become available. Three parks in particular (Eisenhower, La Veta, and Shaffer) have
been identified for updated master plans. Each of the three parks has unique challenges and
opportunities based on different factors described below.
Eisenhower Park
Eisenhower Park is a 16.46 acre passive park that was constructed in 1969 and is one of the
City's most unique and popular park destinations for residents and visitors. In addition to picnic
tables and barbeques, the park features a 3 -acre lake and a stream fed by an upper pond. These
water features are very attractive and are a primary reason the Park is such a popular destination
for picnics, fishing and large family gatherings such as weddings and receptions. Wedding
ceremonies are often planned at private banquet facilities adjacent to the park, and the park
provides outstanding photo opportunities and atmosphere featuring a view of the lake.
A park of this size and popularity needs and can support a large open -air event venue for
ceremonies and celebrations and potentially a smaller picnic area venue for birthday parties and
other small family events. The upper pond and stream have been in operation for many years and
are in need of rehabilitation, which can also offer unique design opportunities that could
incorporate these water features with an attractive event venue overlooking the lake. A venue of
this nature can attract significant revenue as a location for a variety of events but the Park is
currently unable to fully support them.
The master plan design for Eisenhower Park will allow the City to be prepared when funding is
available as we continue to research grants and other funding opportunities.

La Veta Park
La Veta Park is a 1.62 acre passive neighborhood park built in 1956 that features a tot lot, picnic
shelter, picnic tables and barbeques, and a restroom building. The master plan design for this
park will incorporate the adjacent one -acre open space that was the old railroad right -of -way
parcel purchased by the City several years ago. The additional acre located on the northeast side
of the Park offers opportunities to enhance the Park by adding amenities such as a walking path
or other low impact activities. La Veta Park is heavily utilized by the local neighborhood, with a
daily patronage using the tot lot and regular weekend rentals of the large picnic shelter.
Enhancing the Park by incorporating the one -acre open space will provide the neighborhood with
much needed additional space to recreate, exercise and gather for family events.
A master plan of La Veta Park will allow staff to be prepared to provide a shelf ready project
when funding becomes available to make the needed improvements to this valuable
neighborhood park in the future.
Shaffer Park
Shaffer Park is a 7.32 acre active sports park built in 1964. The Park features a large tot lot built
in 2000 and a large picnic shelter built in 2006. Other than these two popular amenities, the
remainder of the Park has not changed since its inception. The Park also features a community
building and baseball /softball field with a soccer /football overlay.
The community building located in the south side of the Park is against the property line shared
with an apartment building and is in very poor condition. The building's location close to the
apartment complex is not conducive to its utilization for activities such as birthday parties, which
are often desired by park users yet generate noise complaints from the apartment residents. The
building's structural beams are badly rotted and would require significant cost to make repairs. A
new community building located away from the apartment complex and closer to the street and
parking will result in better utilization with much less impact to neighbors and a more convenient
location closer to the street.
The rehabilitation of Shaffer Park is included in the City's 7 -year CIP for FY 15 -21. The master
plan of this park is the first step in a three step process that includes design in FY 15 -16 and
construction the following year.
Design Proposals
A Request for Proposals (RFP) was sent to six qualified design firms. Six (6) proposals were
received and evaluated by a City team with requisite expertise. The proposals were evaluated
based on a set of weighted criteria per the RFP that included firm experience on similar type
projects, approach to the work, key staff experience, and design fees. Of the six proposals, three
(3) firms were selected based on their written proposals, to make presentations to staff so a
determination could be made as to the firm that best meets the vision and intent of the City.
Upon evaluation of the three presenters, staff selected Richard Fisher Associates, Inc. to enter

into a Consultant Services Agreement to provide design services to master plan the three parks
for a cost of $140,627.30. The fee includes design services, consultant costs, and land surveys.
Richard Fisher Associates was selected because their proposal communicated a thorough
understanding of the City's intent and vision for the re- design of these parks. The firm's
responses also included a clearly defined and well coordinated approach to work, specialized and
qualified key staff (and support staff) members, exceptional firm experience on similar projects
with a proven record of performance and strong references, and architectural design fees that
were commensurate with the requested design work. The interview with Richard Fisher
confirmed a very high level of professionalism and a desire to work with the City and
community to bring about park master plans that are beautiful and which will meet desired needs
within the communities.
The conceptual design process will be accomplished over a period of about six months. The
design effort will include about three to four weeks for pre- design meetings and research, with
the first conceptual draft coming at approximately the thirteenth week. Community outreach will
be conducted after the initial conceptual draft to gain input toward the design effort and assist
staff in its goal of creating park designs that meet the needs of the community. Staff will
collaborate with the design team to reach outcomes that reflect the community's needs for each
park.
