1. SUBJECT
Appropriate $95,000 from Fund 500 to cover certain unforeseen repairs associated with a water
line problem at the East Orange Police Substation and Fire Station No. 7.
2. SUMMARY -- :7=
The cost of an unforeseen water line plumbing problem at the East Orange Police Substation and
Fire Station No. 7 exceeds the amount available in the facilities operation and maintenance
account and necessitates an appropriation to pay for the re- plumbing and improvement work.
3. RECOMMENDED ACTION
Authorize the appropriation of $95,000 from the Capital Project Fund (500) unreserved fund
balance to expenditure account number 500.5028.51401.20225, Capital Projects — Fire Station 7
Water Repair.
4. FISCAL IMPACT
Upon appropriation, funds will be available in the following account:
500.5028.51401.20225 Fire Station 7 Water Repair $95,000

6. GENERAL PLAN IMPLEMENTATION
Natural Resources Element Goal 2.0 Protect air, water, and energy resources from pollution and
overuse.
Policy 2.9: Promote City operations as a model for energy efficiency and green building.
7. DISCUSSION and BACKGROUND
In February of this year, the East Orange Police Substation on Fort Road suffered its third water
line leak in as many months. Several plumbing companies examined the copper line, and
determined it had reached the end of its service life and the best course of action would be total
re- plumbing of the building. While re- plumbing work was underway, the water line at the
adjacent Fire Station No. 7, which is of the same type and age, leaked and re- plumbing this
building was performed. The cost for this work and associated wall and ceiling repair at both
buildings will approach $80,000. The Public Works Department Facilities Division does not
have sufficient funding available in their maintenance and operation account to cover the
unexpected costs related to the repair and improvement
Staff is recommending appropriation of $95,000 from the 500 fund to cover invoices for the
repair and improvement work.
