Sibley City M ager FROM: Marie Knigh Appropriation of $34,515.86 in revenue from three youth sports user groups for sports field renovation at the following parks: Handy Park, Olive Park, and McPherson Athletic Facility. 2. SUMMARY Revenues which were collected from User Groups for various park sports field renovation projects will need to be appropriated from User Group maintenance fees in the amount of $34,515.86 for sports field maintenance and renovation at Handy and Olive Parks and McPherson Athletic Facility. 3. RECOMMENDED ACTION 1.) Accept into the City's revenue budget a deposit of $34,515.86 into Revenue Account 100.7001.42480 (User Group Maintenance Fees) as follows: a. $26,264.72 from Olive Little League b. $ 7,400.00 from North Sunrise Little League c. $ 953.50 from South Sunrise Little League 2.) Authorize the appropriation of $34,515.86 into expenditure Account 100.7022.51700.00000 (Contractual Services) 4. GENERAL PLAN IMPLEMENTATION Natural Resources Element Goal 5.0: Provide recreational facilities and programs that adequately serve the needs of residents Policy 5.1 Maintain existing City parks at levels that provide maximum recreational benefit to City residents. 7. DISCUSSION and BACKGROUND User Group Maintenance Fees Background: Youth sports groups are required to fund the repair and renovation of sports fields that they use based on the wear that occurs as a result. The Community Services Department developed a cooperative program with the organizations (User Groups) who utilize sports fields to fund annual maintenance and renovation. The City collects fees from groups based on a formula for fields used by multiple groups or actual amounts for work performed on a single user field. The City uses the funds to expedite renovation work at these fields to bring them up to City standard after each season through the use of a vendor on contract with the City rather than having the User Groups contract independently for the work. This process helps the City avoid any potential liability issues that may arise from contractors doing work on City property without proper authorization, insurance or licenses. It also allows the Community Services staff the ability to properly manage and approve all work being done on City sports fields to ensure that the work is performed to City standards. Discussion: A total of $34,515.86 was collected from the following User Groups between March and April, 2014: Olive Little League ($26,264.72); North Sunrise Little League ($7,400); and South Sunrise Little League ($953.50). These funds will be utilized for sports field maintenance and renovation related to the high impact and/or repetitive use by the User Groups at Handy and Olive Parks and McPherson Athletic Facility. The amount collected from each group is directly related to the extent of both the restorative work needed as well as additional improvements requested by each group. In the case of Olive Little League, the amount reflects the necessary field alterations to accommodate the new Pony League baseball. 8. ATTACHMENTS None 2 ITEM 05/13/14
